JOB DETAILS:
Bella Flowers Ltd is a private company operating in Rwanda involved in the production of cut roses supplied to local and international markets. The company owns a state of the art rose farm in Gishaii, Rwamagana District and Eastern Province on which production is being undertaken.
The company is seeking to recruit a highly skilled, self-motivated and experienced person to fill the position of Procurement and Logistics Manager.
Objective
To formulate and drive consistent approach towards all sourcing, purchasing, tendering, draft contract activities and overall supply chain management as well as ensuring that value for money is maximized and cost saving s are generated.

Duties and responsibilities
• To prepare an annual procurement plan for the procurement of goods, works, and services;
• To pro-actively work within a budget and rapidly identify major procurement opportunity and deliver a series of quick wins that enhance profitability;
• To lead supplier negotiations and contractual arrangement with suppliers that ensure value for money and excellent service levels are maintained and optimized across all categories of expenditure ;
• To establish, harmonize and maintain appropriate formalized purchasing policies, compliance and procedures for the company ;
• To develop a suitable database and protocol in accordance with supplier management principles;
• To actively monitor the external business environment and be fully aware of change in the inflationary and purchasing environment ;
• To undertake the continuous review of purchasing ordering process and insure continuous improvement where necessary to ensure that cost are monitored, review and controlled within budget and in line with company finance procedures;
• To ensure payment terms are managed and optimizing resulting in improved cash flows,
• To prepare bidding documents, publish and distribute tender notices, receive and safe keep procurement bids;
• To lead the evaluation of offer, including the development of evaluation methodology and criteria;
• To prepare and process the award of tender and notification of tender award to successful bidders, and monitor contract execution in collaboration with the user department;
• To maintain accurate auditable records of all procurement process resulting in high process compliance;
• To work closely with the company finance desk and provide accurate forecasting data highlighting variance analysis between actual and budget expenditures;
• Strategically plan and manage logistics, warehouse, and transportation of inputs, chemical fertilizers and other materials needed at lower farm ;
• Keep track of quality, quantity, stock levels delivery items, transport cost, and efficiency as well as ensuring compliance with regulatory requirements;
• Plan delivery routes and process shipments as well as supervise warehouse workforce;
• Be ready to resolve any arising problem or complaints from the company supplier channels;
• Maintain metrics and analyze data to asses performance and implement improvement with the purpose to meet cost;, productivity, accuracy and timelines targets;
• Developing good relations with suppliers and ensure company values are upheld to external contacts through appropriate behavior and performance.
Education qualification
Bachelor’s degree in Business administration, supply chain management, management, procurement, logistics, agronomy, or law.
Professional certificate (CIPS) is an added advantage.
Experience and knowledge
• Five years of experience in procurement and logistics at a managerial level from business entities.
• Experience in contract negotiation and drafting.
• Strong knowledge of customs and importation procedures.
• Demonstrated experience in managing logistics and procurement.
• Ability to work under minimal supervision.
• Ability to prioritize things.
• Strong planning, communication, and organizational skills.
• Ability to develop and manage relationships.
• Ability to follow a specified procedure
• Proficiency in record keeping and data analysis
• Computer skills
• Communications skills
• Fluent in English and Kinyarwanda
