TUBIBE AMAHORO (TA) is a no-profit organization created in 1995. Its vision is to “Achieve a society of equity in which laws and human rights are respected by everyone”. Its mission consists of “Promoting respect of human rights and integral socioeconomic progress of Rwandan population emphasizing on Civic Participation and Access to Justice, Gender Promotion, and Sustainable Community Livelihoods”.
TA is based in Karongi district and operates in Karongi, Rutsiro and Ngororero districts of Western Province and Burera district of Northern Province. TUBIBE AMAHORO implements its activities through organization of the community into small groups and through their existing associations, cooperatives, and clubs.
TUBIBE AMAHORO is looking for suitable candidate for the position of Programme Manager to be based in Karongi District.
JOB SUMMARY:
The Program Manager reports directly to Executive Secretary. He is responsible for program planning, design and development, fundraising, partnerships, representation and program implementation. He/she is also responsible for effective financial management, reporting, budget monitoring and donor compliance. The Project Manager leads and directly manages a team of professional staff to ensure quality program implementation.

PRIMARY RESPONSIBILITIES
Program Strategic Planning and Development
• Leads the programmatic management of all projects
• Leads the design and development of program strategies and plans with the program team and ensures their alignment with TUBIBE AMAHORO's vision, mission and strategic plan.
• Ensures the program team stays abreast of the current program goals and objectives and participates in the program expansion plan.
• Ensures the program teams are implementing program activities in line with donor requirements to achieve projects‘ outcomes.
• Coordinates the preparation of timely and cost-effective operational and budgets plans with the program team
• Acts as advocacy manager ensuring that the program addresses the needs of the community as well as overseeing the development of evidence-based advocacy initiatives through the collaboration with program team and local stakeholders
• Supports in developing project proposals for new projects that are aligned with TUBIBE AMAHORO‘s strategic plan
Program Quality and Accountability
• Maintains the existing process of monitoring and evaluation (ME) and reporting system of TUBIBE AMAHORO
• Supports in the development and implementation of monitoring, review, assessment and evaluation of plans for improved program development and delivery
• Provides quarterly updates of lessons learned and best practices to the executive secretary and stakeholders ensuring that program lessons are being used to promote improved program delivery.
• Conducts regular monitoring visits to project locations
Program Financial Management
• Supports the budget planning processes to ensure that program funds are expended according to procedures and plans
• Coordinates with finance team to provide financial training for non-financial staff in effective financial management, including procurement, project implementation, compliances and project financial reporting.
Team management, Compliances and Capacity Building
• Communicates the program vision to the program team, leads and directs them toward achieving the program goals and objectives
• Ensures that the program team have a clear understanding of their roles, responsibilities and accountabilities; supported by clear job descriptions to ensure quality performance
• Conducts program staffing needs assessment and presents recommendations
• Provides direct support to the program team in the form of systems and tools
• Implements policies and procedures that guide and support TUBIBE AMAHORO’s activities, ensures compliance with T.A‘s code of conduct Partnership, Fundraising, Representation and Collaboration
• Facilitates linkages, collaboration and networking with other CSOs and government and other relevant institutions to enhance T.A visibility and program activities
• Represents T.A in various platforms and maintains positive relationships with government institutions and other relevant stakeholders regarding T.A activities
• Identifies and develops new partnerships with local NGOs, CBOs and the communities
• Oversees the management of existing partnerships
• Participates in partnership meetings with donors
MINIMUM QUALIFICATIONS
Education &Training & Certification
Master’s degree in Social Sciences, Development Studies, Project Management or other related disciplines or bachelor's degree with 5 years of experience in related above field ..
Experience
• 3 years‘ experience managing international development programs in humanitarian and development organizations
• Proven experience in project planning, proposal development, report writing, resource mobilization, networking, partnership-building and working with NGOs.
• Strong MS Office and program management tools and procedures
• Budgetary control and financial management, including ability to read and understand financial data
• Project management skills
• Understanding of community development processes
• Experience in strengthening civil societies
• Coaching background
• Gender mainstreaming and governance background

• Ability to confidently represent oneself and Tubibe Amahoro to high-level officials
• Ability to work under pressure meeting deadlines in a fast-paced fluid environment
