Job title: Program Officer

With support from the Global Fund to fight AIDS, Tuberculosis and Malaria Grant of 2021-2023 being implemented in partnership with the Ministry of Health as a principal recipient, on the one hand, and the National AIDS Council as a sub recipient, on the other hand, Treatment Advocacy and Literacy Campaign (TALC) is on behalf of the Chil Society Self Coordination Mechanism (CSSCM) recruiting staff to operationalize the Secretariat
The Civil Society Self-Coordinating Mechanism (CSSCM) is a body that has been put together to facilitate CSO dialogue to strengthen coordination, collaboration and effective engagement in national response to HIV, TB, Malaria and other disease epidemics. The CSSCM wil identify CSO technical support needs, build the capacity of the CSOs based on their needs and coordinate CSOs including key population and vulnerable groups to strengthen their participation in the multi sectoral national response to HIV, TB and Malaria and other disease epidemics. This is a national project that will run from August 2021 to December, 2023
Job Title 1: Program Officer
Purpose of the job
The Program Officer will ensure that the project is delivered on time, implement approved activities in the grant as required by the door. He/she will ensure that the project is effectively resourced and will be responsible for managing relationships with CSOs from various sectors, Government line ministries, cooperating partners and other stakeholders. He/she will also be responsible for managing the work of consultants engaged by the project to complete specific tasks, allocating and utilizing resources in an effective and efficient manner and maintaining a cooperative, motivated and successful team
He/she will be reporting to the National Steering Committee of the project.

Key responsibilities
• Identifying institutional development needs of local CSOs
• Coordinating training programs and providing training and technical assistance to CSOS
• Liaising with Principle Recipients and Sub-Recipients of Global Fund grants to mobilize resources for CSO coordination and capacity building for all the constituencies the mechanism represents;
• Timely submission of project reports to meet PR requirements in project implementation;
• Supervising field staff working with CSOs at national, provincial and district level;
• Conducting site visits to monitor CSO grantees progress in grant implementation provide technical assistance
• Coordinating with the CCM secretariat in aspects of project planning, monitoring, and execution as directed by the approved activities in the Global Fund grant;
• Developing and maintaining a detailed project work plan for activities to be implemented quarterly and annually;
• Recording and managing project issues and escalating where necessary
• Resolving cross functional issues at project level
• Coordinate meetings and prepare for edit meeting minutes and presentations
• File all program project documents (Hard and soft copies).
• Document key lessons learnt from the project implementation
• Ensure that all project staff adhere to reporting deadlines

Qualification and Experience
• Grade 12 with Five O’ Levels including Mathematics and English
• Bachelor Degree or Diploma in any social, health or communication field or its equivalent.
• Two (2) years or more work experience as a Project Coordinator in any sodal, health or communications related project. Having experience in working in HIV, TB and Malaria CSO projects will be an added advantage.
• Solid knowledge of the Global Fund grant development and implementation;
• Experience in managing programs focused on CSO capacity building and strengthening
• Familiar with the Zambia šo landscape especially including that of organizations working with key and vulnerable populations
• Having worked on Global Fund or USAID funded project will be added advantage.
