JOB DETAILS:
General Description:
• The Programming and Training Specialist (PTS) is one of two PTSs who provide backstopping support to the Program Manager for the Rural Aquaculture Promotion project. This includes assisting with Volunteer site development, supervision of the technical component of Pre-Service Training; assistance during Volunteer In-Service Trainings; liaising with Host Country Counterparts and other organizations; maintenance of events, data, and travel calendars; maintenance of site development and site history files; and participation in project planning and implementation activities.

1. Tasks & Deliverables
b. Assistance with Volunteer site identification and development
• Under the direction of the Program Manager, and in close collaboration with provincial staff, assist with identifying sites for new PCVs, 3rd year extension PCVs, and replacement sites.
• Under the guidance of Program Manager, and in collaboration with provincial staff, participate in site development process by attending community meetings, conducting follow-up visits for the site preparation work, such as final monitoring of housing development.
• Review Community Agreements to be signed by DoF and village officials concerning the relationship between DoF, village, volunteer, and Peace Corps.
• Develop and maintain files/database of site development and site histories which include Community Agreements and Site Prep forms and ensure that an agreement has been completed and filed for each Volunteer post.

b. Coordinate Technical Training for the RAP Pre-Service Training (PST)
The PTS may be based at the training center. During this period the main responsibilities will be:
• RAP PST Preparations and Planning: conduct preliminary needs assessment and planning work for PST, including soliciting and reviewing feedback from previous PSTs; participate in the Team Building TOT prior to PST.
• PST Implementation and Facilitation: work with the Program Manager and Technical Trainers to design and deliver training sessions to address identified competencies. This also includes coordinating training activities of the technical trainers, PCVs of the week and the guest trainers/speakers. Additionally, coordinate the logistical needs of the technical training (e.g., site visits, hands-on activities) and monitor progress being made during training whilst giving timely and appropriate feedback to the relevant training staff, the Program Manager, the Training Manager, and the Trainees.
• PST Closure: work with Technical Trainers to prepare the final report for the Technical Component of PST. Will also participate in the PST debriefing meeting.

c. Volunteer Support
• Conduct Volunteer site visits to provide personal and technical support as deemed needed/appropriate by Program Manager.
• Meet with local officials and authorities, government and traditional, to discuss Volunteer site placements, issues and progress.
• Work with Program Manager to field communication and questions from Volunteers.
• Inform Program Manager, PCMOs and/or CD on Volunteer issues of special concern.
• Attend and provide guidance during Provincial Meetings as needed.
• Assure most recent quarterly reporting forms are available to Volunteers (e.g., make sure electronic copies are available at provincial houses), and follow up with Volunteers to ensure that reports are submitted in a timely fashion.

d. General In-Service Training (IST) and Mid-Term Conference (MTC) Assistance
• Co-facilitate technical project ISTs &MTCs and assist with other projects’ IST & MTC sessions as needed.
• Assist with logistics as needed.

e. Liaison with Host Country Counterparts and Other Organizations
• Establish relationships with counterparts from Ministry of Livestock and Fisheries, DoF, and other partners at national, provincial and district levels.
• Attend meetings with DoF and other partners as needed.
• Identify weaknesses with Host Country Counterpart relations and devise and implement strategies for improvement.
• Identify and maintain contact with actual and potential counterpart organizations and NGOs.
• Distribute project summary reports to Government officials, Volunteers & collaborating agencies.
• On a quarterly basis, update records of GRZ and other partner contacts at National, Provincial and District levels, including names, accurate mailing addresses, email addresses, and phone and fax numbers.

f. Administration
• Participate as a collaborative team member in a multicultural work environment.
• Develop and maintain a database of all volunteers quarterly reporting data.
• Understand and represent PC Policies to Volunteers and Counterparts.
• Coordinate project activity and travel calendar.
• Maintain up to date Volunteer data in the VIDA
• Coordinate RAP PCV participation in the World Wise Schools program.
• Assist with development and maintenance of the RAP monitoring and evaluation plan.
• Provide reports on the following:
• Site Visits conducted (as they occur).
• World-Wise Schools program (annually).
• Any special meetings or conferences attended.

g. Project and P & T Team Planning
• Attend all program and training meetings.
• Participate in IPBS planning meetings.
• Assist with development of Center requests as needed.
• Assist with development and revision of RAP Project Plan.
• Provide secretarial support to Program Manager as needed, (e.g., send project related letters/faxes, arrange meetings, prepare materials prior to meetings, site visits and trainings, etc.).

h. Other duties as assigned.
• The Program Manager may assign additional duties consistent with Program and Training Specialist’s role in furtherance of Peace Corps’ and RAP’s program goals and objectives.
• The PTS may also be asked to complete one or more temporary duty assignments at other Peace Corps posts, transfer to another Peace Corps post, or to complete a detail with another USG Agency, a Peace Corps Headquarters office, or with a post other than the post of assignment.
• The PTS will be required to follow any workplace health and/or safety rules indicated for their position – including complying with any medical and/or training requirements specified for their position in accordance with public health and/or occupational health or safety policies.

Required Qualifications
In order to be selected for this position, the applicant must be legally eligible to work in Zambia and must submit an application that clearly documents how each of the following requirements is met:
• A Diploma in Agri-business, Agriculture, Aquaculture or related field of study.
• Three years’ professional experience working in the field of aquaculture or agriculture in Zambia, including experience in training and programming support.
• Excellent working knowledge of the English language (spoken and written)
• Computer proficiency including in Microsoft Word and Excel.

Preferred Qualifications include:
• A University Bachelor’s degree in Agri-business, Agriculture, Aquaculture or related field of study.
• Professional experience with a donor-funded, multi-cultural organization.
• Professional experience working with Volunteers and/or with grassroots development methodologies.
