Organizational Setting
The programme manager, based in the UNFPA Zambia Country Office plays a key role in ensuring the sustainability of HIV prevention in Zambia with a specific focus on strengthening comprehensive condom programming to address the triple challenges of HIV infections, unintended pregnancies and sexually transmitted infections. Under the overall oversight and support of the Management Team, s/he will report to the Programme Specialist, ASRH and Youth and work closely with a team of Programme and Operations staff and liaise with external Condom Programming and Sexual and Reproductive Health partners and UNAIDS. —-

Main Tasks & Responsibilities
• As the UN Sexual and Reproductive Health Agency, UNFPA focuses on the delivery of the Integrate Sexual and Reproductive and Rights (SRHR).
• Condoms are a highly-effective, low-cost commodities for preventing HIV infection, other sexually transmitted infections and unintended pregnancy. In several countries with high HIV prevalence condom utilization falls way short of targets needed for impact, inequities in access to and utilization of condoms persist and particularly among young people recent trends show declining levels of condom use. The Global Fund’s Strategic Initiative on Condom Programming was established to address these challenges. UNAIDS and UNFPA have formed a partnership to implement this initiative and work with four focus countries, including Zambia, to move towards sustainable, impactful condom programmes focused on priority populations during the period 2021-2023. The expected outcomes of the Strategic Initiative are increased sustainable use of condoms through strengthened national programme stewardship; improved last mile distribution and innovative demand generation.
• You will therefore be a critical member of staff for implementation of the Strategic Initiative while aligning with the above-mentioned outcomes.

You would be responsible for:
Overall Function:
• Carrying s out all in-country actions of the Strategic Initiative including stewardship, last mile distribution and innovative demand generation in support of the national condom programme and Global Fund grant
Communication, Coordination & Advocacy:
• Identifying and ensuring buy-in and responsibility of lead government agencies (NAC; MOH) to embrace program stewardship, enhancing coordination across all sectors and aligning the collective work of key actors around the national strategy and operational plan, as well as the wider HIV and SRH response.
• Coordinating and actively participating in country coordination and review meetings
• Establishing and effectively communicating a vision for a healthy condom programme and market that will deliver sustained and equitable levels of condom use, while decreasing – where possible – reliance on external subsidy, development and implementation of condom operational strategy, which includes support for a Total Market Approach (TMA)
• Identifying opportunities and means to integrate condom programming in other prevention, treatment, and SRH programs
• Designing actions to address country specific factors in the enabling environment addressing regulatory issues, quality assurance constraints, etc.

Planning and implementation
• Facilitating with in-country partners, the regional hub, the global coordinator and technical support providers the development and drafting detailed implementation plan based on the programme’s inception report, technical support plans and annual activity plans for the Strategic Initiative; and overseeing any in-country consultants during implementation.
Program analytics and quantification
• Designing and implementing relevant program analytics activities, supporting analysis, sharing, and application of data informing programs
Supply & Demand Initiatives
• Last mile distribution: supporting design and implementation of strategies to optimize the role of free condoms and ensuring condoms are available ‘when and where’ priority populations needs them
• Demand: supporting design and implementation of evidence driven, user focused demand creation strategy and activities in line with strategy
Deliverables
• completed or updated baseline condom program stewardship assessment using the facilitated PSAT methodology
• Detailed support plan and terms of reference for technical support providers
• Annual activity plans and regular progress updates as required
• Six-monthly programmatic country reports (to be submitted via UNFPA RO)
• Condom technical support plan developed, informed by baseline assessment
• Establishment of private sector partnerships including identifying potential partners
• National program documentation includes country-specific indicators and collection methodology/plan developed for measuring exposure to demand creation activities and access to condoms
• Steady progress against programmatic monitoring indicators in the Results Framework cxtExd9 vhpDH
• Facilitated completion of and support provided to the mid/end-term country assessment of condom program stewardship capacity

Qualifications and Experience
Education :
• Master’s degree in public health, epidemiology, behavioral and social sciences in a related field with relevant work experience in HIV prevention, condom programming or public health.

Knowledge and Experience:
• At least five years’ experience planning, implementing and managing projects or programmes, at national level;
• Demonstrated knowledge and experience in planning, implementing and coordinating HIV prevention programmes desirable (including in relation to condom programming or programming around supply, demand and management of other health products);
• Demonstrated knowledge and experience in results-based management desirable;
• Good skills in quantitative analysis of programme and financial data and their interpretation;
• Good written and oral communication skills;
• Computer literacy (with emphasis on databases development and management);
• Good organisational, analytical or interpersonal skills;
• Advanced working knowledge of English;
• Tact, discretion and diplomacy
