JOB DETAILS:
In this position you report to the NLRC country representative, based in Lusaka. You will work and liaise closely with the ZRCS and with the NLRC HQ staff, including the Portfolio Officer (PO) for Zambia, technical advisors, PMER, financial team, etc. You work closely with the ECHO Delegate (also based in Lusaka) to support the DRM pillar under the ECHO programme. Furthermore, you will establish partnerships, cross-sectoral collaboration and support and advise the National Society to access DRM & community resilience funds, both locally and internationally. Close coordination with the IFRC, ICRC, and relevant other stakeholders (like government, UN) is essential.

Netherlands Red Cross and Zambia Red Cross have a long history of cooperation which was formalized in a long term (strategic) partnership since 2013. The primary aim of the partnership is that ZRCS can fulfil its mission, reducing dependency on partner funding and project-related funding for core costs. The secondary aim is that NLRC supports ZRCS in building a successful project-portfolio and service delivery for the most vulnerable communities in Zambia, with Disaster Risk Management community-based health care, Climate Change Adaptation, and water management/ WASH – with integration of cross cutting themes such as Community Engagement and Accountability and data and digital transformation being the main mutual focus areas.

Key Responsibilities
• Support ZRCS in portfolio development and resource mobilisation for disaster risk management and community resilience initiatives.
• Lead the design of quality DRM and Community Resilience projects in Zambia together with ZRCS in line with the ZRCS strategic priorities and IFRC movement wide unified planning process.
• Facilitate joint advocacy on critical issues of common concern, while prioritizing the most vulnerable.
• Assist in identifying potential opportunities and resources for disaster risk management, anticipatory action, preparedness, and overall resilience strengthening initiatives.
• Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, and tables using data visualization methods to enable planning, decision-making, presentation, and reporting.
• Support ZRCS to manage and implement DRM and Community Resilience projects and programmes.
• Provide technical support to ZRCS Disaster Management team in implementation of the preparedness project, and support ZRCS in disaster response. Work closely within the ECHO programme, focusing on the DRM pillar.
• Provide project and technical support in planning, implementation, monitoring, and quality assurance, and reporting throughout the project cycle in accordance with NLRC and ZRCS procedures (such as procurement and financial) and agreements as set in the MoU and in full compliance with donor requirements.
• As NLRC budget-holder, you are responsible for the overall management of the DRM and community resilience projects which includes financial management, adequate and timely narrative and financial reporting according to NLRC and donor standards, and developing ToRs for reviews and evaluations.
• Provide and/or mobilize the needed technical support to ensure quality implementation and compliance.
• Ensure identification, documentation and sharing of success stories/ evidence, data collection and lessons learnt for programme improvement, scaling up, and internal capitalization.
• Oversee and assist ZRCS in planning and conducting research and project evaluations, for learning purposes and as per the donor requirements
• Support strengthening of multi-sectoral coordination linkages between relevant partners & actors:
• Develop and implement a multi-sectoral coordination strategy and plan.
• Mobilize capacity strengthening support to coordination structures at national and sub-national levels including by harnessing existing coordination tools for disaster risk management.
• In close coordination and collaboration with NLRC Country Representative, support ZRCS in maintaining and coordinating external relations and partnerships with Red Cross Red Crescent Movement partners, national stakeholders, including relevant line ministries and government agencies.
• Represent NLRC in RC/RC Movement coordination and collaboration meetings relevant to the role.
• Actively coordinate, and exchange information and ideas with the NLRC Country Representative and technical advisors, at regional and HQ level, to ensure overall coherence of the NLRC support to ZRCS in line with the existing frameworks as well as the country operation plan.
• General Duties
• Perform other work-related duties and responsibilities as may be assigned by the supervisor.
• To uphold the Fundamental Principles of the Red Cross Red Crescent Movement and comply with the Code of Conduct and policies.
Requirements
• Preferred Master or related degree in Social and Political Sciences, International Development, or other relevant fields.
• At least 5 years’ experience in working as a delegate at managerial level in an international organization, in the development and/or humanitarian field, and with supporting in-country organizations.
• Experiences in partnership and portfolio development, preferably Disaster Risk Management and community resilience projects.
• Good networker and experienced in collaboration with other organizations and actors within international humanitarian work.
• Strong experience and good understanding of community resilience strengthening approaches and working with community driven processes.
• Experience in similar positions within the Red Cross and Red Crescent movement is preferable.
• Fluent in spoken and written English.
• Excellent writing skills and excellent in narrative and financial reporting.
• Practical computer skills and knowledge of budgeting and financial systems.
