JOB DETAILS:
Zambia has been implementing the World Bank supported Pilot Programme for Climate Resilience (PPCR) aimed at strengthening Zambia 's institutional framework for climate resilience (while) improving the adaptive capacity of vulnerable communities in selected sub-basins. This phase strengthens capacity at both national and local levels, whilst piloting the mainstreaming of climate risk management into spatial planning. Investments supported by the Zambia PPCR on the ground include participatory adaptation, climate-resilient infrastructure and strategic program support in agriculture, water, livestock, fisheries and natural resources and climate information services. The investments were targeted at helping the country to manage challenge of land degradation, unsustainable land use and climate variability and change.
The PPCR interventions in the Barotse Sub-Basin are being implemented through the Strengthening Climate Resilience in the Barotse sub Basin (SCREBS) project and covers all the districts in Western Province. The Project Development Objective (PDO) is to strengthen Zambia's institutional framework for climate resilience and improve the adaptive capacity of vulnerable communities in the Barotse Sub Basin". The Ministry of National Development Planning now invites applications from suitably qualified candidates to fill the folowing positions of Project Manager (01), Project Accountant (01) and Monitoring & Evaluation Officer (01) as part of the SCREBS Project Implementation Units (PIU) based in Mongu, Western Province. .

Roles & Responsibilities
a. Project Management:
• To Coordinate and manage the Project Implementation Unit (PIU) staff in the PIU; in so doing undertake performance evaluation of project management staff in line with the set Annual Performance Appraisal System of the Project
• To provide technical assistance to the implementing agencies in the districts; Provide overall guidance on implementation in liaison with and support from NPCU;
• Build synergies among stakeholders to enhance project outputs In liason with the NPCU, ensure that adequate systems are in place to gather data and information for project monitoring and that systematic monitoring of project progress against targets is undertaken, including regular field trips for monitoring purposes;
• Develop innovative improvements to enhance performance of the project Manage the accurate and timely high-quality results reporting on the progress of the project and achievement of annual targets to Provincial Administration and NPCU;
• Undertake performance evaluation of project management staff in line with the set Annual Performance Appraisal System of the Project Manage and monitor project risks, including environmental and social safeguards in collaboration with the technical project staff.
• Ensure appropriate management of project assets, attendance records, filing system
b. Coordination of a holistic and integrated project activities
• To facilitate a holistic and integrated approach to reducing deforestation by addressing the drivers of deforestation
• To liaise and work collaboratively with identified project implementer’s at district and provincial levels and traditional leaders to ensure successful completion of project deliverables;
• To coordinate and monitor activities of the external partners of the project and proactively engage with them
• To coordinate and supervise implementation of all project cycle activities. Ensure organization of Project review meetings and ensure timely preparation of agenda, background materials to agenda items and minutes,
c. Preparation and submission of consolidated reports, annual work plans and budgets
• To ensure timely preparation and submission of the annual and quarterly work plans, budgets and disbursements in accordance with the Project Document in close collaboration with key project stakeholders and the PIU staff
• To prepare a consolidated work plan for all the targeted districts in the project implementation areas:
• To oversee and coordinate development, formulation and implementation of detailed procurement, communication and risk management plans for the Project cycle activities in collaboration with implementing entities;
• To contribute to the dissemination and visibility of project achievements and support mechanisms for exchange of information, experience and lessons learned at the local and national levels;
• Monitor budget implementation and accounting to ensure accuracy and reliability of project expenditure;
• Coordinate preparation of financial reports as required; Implement audit recommendations for the project;
Provide inputs to audit management responses

A high level of computer literacy, including Word, Excel, Internet, E-mail, Power Point


Job Qualifications
• Master's degree or Higher in Natural Resources Management, Project Management, Development Studies, Environmental Management, Development Planning, Agriculture,
• Forestry, Rural Development or related field. Skill and Experience
• Minimum 8 years relevant experience in design, planning, implementation, monitoring and evaluation of development projects and including at least 5 years in a management role.
• At least 8 years of demonstrated experience in working on natural resources management, sustainable development projects/programmes, climate change, rural livelihood projects and/or programmes and community development:
• Demonstrated experience working on Community Driven Development Project.
• Prior experience working on donor funded projects in Zambia will be an added advantage;
• Demonstrated experience working in rural set up
• Demonstrated experience in technical report writing and presentation, Should be a good team player, self-starter, has ability to work under minimum supervision and maintain good relationships; and
• Relevant work experience in Western Province Zambia would be an advantage. Language
• Excellent oral and written communication skills, in English:
Ability to communicate in Bemba is an added advantage.
