Over the past 24years, the Government of Rwanda (GoR) has developed and implemented several initiatives commonly known as Home Grown Solutions (HGS), which have been key in addressing some of Rwanda’s major post genocide challenges. These initiatives are informed by Rwanda’s local, historical and cultural values and have been central in addressing social, political and economic challenges.
In that regard, Rwanda built and acquired knowledge, expertise and good practices in these areas. As a result, for the past several years, there is an increasing interest and demand from different countries & international organizations to learn from Rwanda’s experience and many African countries are also keen to share their own experience with Rwanda, in return learn from her social-economic development model.
Rwanda Cooperation Initiative was created as a “Single Window Access” for HGS services to insure effective management, prompt response of foreign requests, and institute a cost recovery mechanism.
RCI will provide the following service categories:
• Training & Study Visits
• Advisory services
• Special project implementation.
In order to deliver on its program strategy and accountabilities, RCI is looking for skilled and competent candidates to fill the positions stated in the table below.
Job Title: Project Implementation ( Project Manager)
Profile Job
Relevant Qualifications
• A Master’s degree or equivalent in social sciences or a project-related field.
• Post graduate qualification in project management.
• Skilled in the use of Project Management Tools and Management Software
• Or any other relevant qualifications & experience
Experience and Key Technical Skills & Knowledge required
• Knowledge of modern, effective project management systems and practices.
• Working knowledge of the development of project proposals
• Proficient with the use of Microsoft Office Suite, including Microsoft Pro
• Three to five years working experience in Project Management performing duties that include Project Costing, Planning, Monitoring and Implementation and Monitoring and Evaluation.
• Experience in the development and implementation/monitoring of projects funded by multilateral funding institutions.
• Experience in analyzing organizational performance problems and assisting in developing and implementing transformation projects would be an asset.
• Experience in the discharge of duties with minimal supervision
• Fluent in Kinyarwanda, English and French
Job Description
• Develop project proposals for RCI and related Terms of Reference for RCI’s projects.
• Participate in the identification, formulation and appraisal of projects/programmes .
• Identify solutions to remove obstacles to project implementation or to minimize their effects.
• Conduct mid-term review of ongoing projects and formulate recommendations for budgetary reallocations based on project performance.
• Monitor projects to assess project performance with the aim of achieving project purpose and development objectives, by tracking project milestones and deliverables.
• Ensure that funds disbursed under designated projects are utilized efficiently and that project activities are implemented on a timely basis.
• Prepare status reports monthly, quarterly and annually of ongoing projects.
• Ensure introduction and maintenance of a project management system and the application of project management tools and techniques.
• Prepare briefs on ongoing projects for COO and CEO.
• Account for allocated funds under various projects of RCI.
• Research and document information on all projects under RCI
• Gather and maintain statistical information on matters relating to the projects.
• Train end users in project management methodology, process and systems.
• Day to day contract supervision of individual consultants in support of the Project Coordinator Any other duties assigned to you by the COO, CEO
