JOB DETAILS:
• UNESCO seeks the services of a consultant to support the development of a proposal to be submitted to the Swedish International Development Agency (Sida). UNESCO proposes a four-year program to support the delivery of Life Skills and Health Education for learners in Zambian schools from grade 5-12.

Background
• In 2019, the United Nations Educational, Scientific and Cultural Organization (UNESCO), with support from the Swedish International Development Agency (Sida) launched the first phase of the Our Rights, Our Lives, Our Future Project in Zambia referred to as the O3 Zambia project. Launched in January 2019, the O3 Zambia project is being implemented until December 2023. The project directly responds to UNESCO’s key mandate; education and is aligned with current efforts by UNESCO to address the intersections of Sustainable Development Goal (SDG) 4 (education), SDG 3 (health), and 5 (gender equality) and contributes to a sustainable future for Zambia’s children and young people.
• Working closely with national ministries, particularly education and health, Civil Society Organizations (CSOs) and young people, the project seeks to achieve a sustained reduction of new HIV infections, unintended pregnancies, and gender-based violence (GBV) supporting the delivery of good quality comprehensive sexuality education that empowers adolescents and young people and builds agency, while developing the skills, knowledge, attitudes, and competencies required to make healthy choices.
• UNESCO is engaging in the process of designing a proposal for a new phase of the O3 Zambia Programme as Phase one comes to an end in December 2023. The new phase of the O3 Zambia project will aim to build, deepen, and expand on the Phase one work. In Phase two of the O3 Programme, UNESCO will continue supporting the governments’ efforts to improve sexual and reproductive health, gender and education outcomes for adolescents and young people in Zambia to sustain reductions in new HIV and other STI infections, early and unintended pregnancy and school violence, which still pose serious threats to learner well-being. UNESCO strongly believes in the power of education to transform the lives of children and young people, but increasingly recognizes that inclusive and transformative education cannot be achieved if learners are not safe, well-nourished, healthy, and free from violence and discrimination.

Purpose of the consultancy
In collaboration with the UNESCO Education for Health and Wellbeing Zambia team with support from the regional team, the consultant will prepare a compelling, evidence based full proposal with budget for submission to UNESCO by mid-October 2023.
The consultant will bring to the project design process previous experience from developing and writing successful integrated proposals involving donors. It is desirable that the consultant also brings a good understanding of issues relating to HIV, SRHR, gender-based violence and an understanding of the education sector. The consultant will undertake the following tasks.
1. Debrief meeting with UNESCO team to get supporting primary data sources. UNESCO will make available documents necessary to inform the proposal development. A proposal format will also be provided.
2. Desk review: The consultant will conduct a desk review of secondary literature on life skills and health education and ASRHR status in Zambia.
3. Proposal development: Based on the primary and secondary information gathered the consultant will design a proposal, including a results framework and budget.
4. Discussion of first draft with UNESCO team
Timeframe: 20 days

Deliverables
• Preliminary draft of O3 Zambia Phase II proposal submitted to UNESCO by Friday, 22 September 2023
• Final draft of the proposal submitted to UNESCO by Friday, 13 October 2023.
• Lines of Communication: The consultant will report to the UNESCO Team Leader, Education for Health and wellbeing in Zambia.
• Required qualifications of the consultant
• Master’s Degree in any of the following fields: master’s degree in education, Public Health or any other related Social/health Sciences, a PhD will be an added advantage.
At least five years’ experience in program design and proposal development related to education, health and SRHR.
Previous experience working with the UN on similar assignments is desirable.
