JOB DETAILS:
PURPOSE OF ROLE
This position is responsible for the development and implementation of quality, reliable and modern ICT systems and services that support the operations of CAA to enhance efficiency and effectiveness in the provision of aviation safety and security oversight functions and attainment of CAA objectives.
KEY RESPONSIBILITIES AND DUTIES
• Coordinate the development of the unit strategies and consolidate the strategies to ensure the ICT Unit supports the implementation of the CAA strategy for enhanced efficiency and effectiveness in operations.
• Coordinate the development and implementation of unit work plans to ensure the section strategies are implemented within the set timelines and quality standards.
• Develop, review and manage the execution of the ICT Unit operational framework (i.e., policies and procedures).
• Monitor ICT service delivery in order to ensure maximum ICT support to users for enhanced utilisation of ICT facilities that enhance efficiency and effectiveness of operations.
• Develop and/or source ICT systems for the Authority and install and manage ICT infrastructure to meet the Authority’s needs.
• Ensure proper installation, licensing and updating of software.
• Troubleshoot and resolve problems on the ICT systems operations, manage and minimize
• systems downtime and ensures smooth running of all ICT systems.
• Manage and ensure security compliance on all the computer and network systems.
• Manage Windows Servers, SQL Server and Active Directory Infrastructure.
• Manage the ICT budget and resources in order to meet the operational needs.
• Ensure that the CAA website is updated accordingly.
• Develop and coordinate the implementation of an ICT risk management framework that supports the management of ICT related risks at CAA, to support the integrity and confidentiality of critical CAA information.
• Develop disaster recovery systems and business continuity plans, to ensure timely and effective restoration of ICT services in the event of a disaster.
RELEVANT QUALIFICATIONS AND EXPERIENCE
• Full Form V/Grade 12 School Certificate with five (5) ‘O’ Levels with credit or better, including Mathematics and English. • Bachelors of Science (BSc) degree in Information Technology Computer Science
• Relevant IT certification from a recognised Institution.
• Member of a recognised professional body such as Information and Communication Technology Association of Zambia (ICTAZ) and/or the Engineering Institution of Zambia (EIZ) with current practising licence.
• Minimum of 8 years’ experience with 3 at the Management Level.
• Experience in network administration, including set-up, maintenance and troubleshooting.
• Demonstrate technical competence in ICT operations, Database and system management.
• Good troubleshooting skills.
• High level of integrity.
