The Government of the Republic of Zambia through the Ministry of Education (MOE) is implementing the Zambia Enhancing Early Learning (ZEEL) Project and has allocated Funds towards the cost of engaging an Independent Verification Agency for the ZEEL Project.

Assignment objective is to conduct an Independent Verification in a professional, transparent and impartial manner of the results achieved under each ZEEL PBCs result. The Project Appraisal Document (PAD) for ZEEL provides detailed information on the project and related PBC requirements. Annex I to the ToR includes a matrix of ZEEL PBCs, with details on the results to be verified and protocols to be followed. Each result achieved must be satisfactorily verified for the related project funds to be disbursed.

The Ministry now invites eligible Consulting firms to indicate their interest in providing the Services. Interested Consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria is listed below.

The Consulting Firm/Agency must state its core business, years in business, relevant experience, technical and managerial capability of the firm.

The Consulting Firm Agency will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank Procurement Regulations for IPF Borrowers (Fourth Edition as Revised in November 2020).
