SoCha LLC is pleased to announce this Request for Proposal (RFP) under its Zambia Monitoring Evaluation and Learning Platform (Z-MELP). This RFP is for a Service Provider (a firm) with USAID-focused evaluation, research, and learning expertise in the Democracy, Rights, and Governance (DRG) space – in Zambia and/or in the wider Southern African region.
USAID/Zambia’s DRG Office has engaged Z-MELP to implement a midline performance evaluation of its Local Impact Governance Activity (“Local Impact”). Local Impact is a five-year project, implemented by DAI Global LLC, that aims to help the Government of the Republic of Zambia (GRZ) build-up a sub-national system of governance for devolved service delivery that is more responsive to citizen needs. By supporting the transformation of sub-national governance to be more responsive to citizen needs, Local Impact leverages USAID’s previous gains in transparency and accountability, health, education, and economic growth to help the GRZ improve both the enabling environment and development outcomes critical to advancing self-reliance.

Section 1 that provides important information about the procurement, including submission instructions and details about how SoCha will make the award; and
Section 2 that contains the Statement of Work, including technical requirements and deliverables.
SoCha will make a single award to the offeror that provides the best value, defined on the basis of showing demonstratable expertise and innovation in the design of the technical evaluation approach.
