The Population Council (the Council) conducts research worldwide to improve policies, programs, and products in three areas: HIV and AIDS; poverty, gender, and youth; reproductive health. In order to improve maternal health and fetal outcomes, WHO released recommendations on antenatal care (ANC) for a positive pregnancy experience in November 2016. Since February 2018, the Government of the Republic of Zambia with support from WHO has led the country adaptation of the WHO recommendations on ANC for a positive pregnancy experience for pregnant women and adolescent girls. The Council in collaboration with the Ministry of Health (MoH), is now implementing the New Antenatal Care Model for Zambia and India (NAMAI) study. As part of the study, the Council seeks to procure essential ANC commodities, equipment and diagnostic tests to ensure the full package of services can be provided to women who seek care at the study facilities.
1. Population Council requests entities that deal in medical drugs and equipment to submit quotations for the provision of goods and equipment to support this study. The items required are listed below:

2. Quotations due date and submission manner:
All quotations must be received by email address stated below no later than:
- Date and time : Tuesday 23rd August, 2022 at 23:59pm

- Subject : Supply and delivery of antenatal care commodities, equipment and diagnostic tests
- We expect one file of all documentation in no more than 8 MB in size emailed as a PDF.
3. Instructions to bidding suppliers:
- Language for RFQ: English
- All prices should be quoted in: Kwacha, VAT exclusive
- Suppliers should attach the following documents:
- Company registration
- ZRA Tax Clearance Certificate
- Manufacturer’s authorization/dealership certificate
- Warrantee and after sales service offered; if any
- For medicine commodities, suppliers should show past experience with three traceable references on letterhead from the referee and should show valid registration with Zambia Medicines Regulatory Authority (ZAMRA)
- Show evidence of capacity to deliver in form of access to required finances
4. Quotations will be rejected under the following:
- Incomplete submission
- Not meeting required specifications
- Request for quotes received after closing date
5. Payment terms: Within 30 Days of Delivery
6. Evaluation criteria:
Quotations shall be evaluated to determine the lowest priced (best value) most technically accepted offer that meets Population Council Zambia’s delivery schedule requirements:
- Compliance with specification/technical requirements
- Estimated time of delivery
- Lowest price offered
- Discounts offered
7. Purchaser’s Right to Vary Requirements at Time of Award:
Population Council Zambia reserves the right at the time of making the award of contract to increase or decrease the quantity of goods specified in the Request for Quotation without any change in unit price or other terms and conditions.
Terms and Conditions
- The Request for Quotation is not and shall not be considered an offer by Population Council.
- Your quote must be valid for acceptance for a minimum period of 30 days from the closing date of this solicitation.
- All awards will be subject to Population Council’s contractual terms and conditions.
- Population Council reserves the right to accept or reject any quote or cancel the solicitation process at any time, without assigning any reason, and shall have no liability to any vendors submitting quotes for such rejection or cancellation of the RFQ.
- Population Council reserves the right to accept all or part of the quote when awarding the purchase order/contract.
- All information provided by Population Council in this RFQ is offered in good faith. Individual items are subject to change at any time and all known intended bidders will be provided with notification of any changes.
- Bidders are solely obligated to pay for all costs which may be incurred by the bidder or any third parties in connection with preparing the quote.
- All quotes and supporting documentation shall become the property of Population Council and shall be treated confidentially.
