Title: School Leadership Specialist

Project: USAID Soma Umenye

Project Summary

USAID Soma Umenye will work to improve reading outcomes in Kinyarwanda for at least 1 million children in public and government-aided schools in Rwanda by the end of Grade 3. Specifically, USAID Soma Umenye will target all children in Grades 1-3 attending public and government-aided schools nationwide and ensure that at least 70 percent of students are able to read grade-level text with fluency and comprehension by the end of Grade 3.

Principal Duties and Responsibilities

• Under the direction of the IR1 Lead (Classroom Instruction Advisor), work closely with government counterparts to support all early-grade reading teachers (P1, P2, P3) to use diagnostic and formative assessment tools, to analyze data in order to tailor their instruction to the level of the children in the classroom, and to provide ongoing remediation to students who have not yet mastered those skills.
  
• Promote the use of assessment data by head teachers, other school leaders, and/or communities/Parent-Teacher Associations in ways that are anticipated to result in improved student reading outcomes.
  
• Promote activities that support Kinyarwanda mentors in schools to hold remediation classes to help children who are not keeping up with their peers in learning how to read in Kinyarwanda.
  
• Support the Rwanda Education Board’s (REB’s) School Leadership and Management (SLM) Unit to develop training and tools (digital and paper attendance forms, assessment forms) to help head teachers implement key strategies to achieve the head teacher standards by supporting the 5 Ts (time, text, text, teaching technique, and tongue).
  
• Support data collection at the direction of the Director of Monitoring, Evaluation, and Learning as appropriate.
  Conduct other tasks as requested by supervisor or chief of party.
  

Job Qualifications

• A Master’s degree and five years of experience strengthening school management and leadership or a Bachelor’s degree and 10 years of experience.
  
• Demonstrated experience with and knowledge of best practices in strengthening school-level management and leadership.
  
• Must be familiar with USAID Education Strategy and associated documents (Technical Notes, Implementation Guidance, and Reference Materials)
  
• Experience promoting equity in learning outcomes among boys, girls, and children with special needs preferred;
  
• Demonstrated exemplary diplomatic, communication, and interpersonal skills
  
• Written and spoken proficiency in English
  

Location of Assignment

The location of assignment is Kigali, Rwanda with intermittent travel throughout the country.

Supervision

School Leadership Specialist will report directly to the IR1 Lead (Classroom Instruction Advisor) or his/her designee.
