Job Description
The Senior Technical Advisor PMTCT will be responsible for leading PMTCT innovations and providing technical support and guidance to USAID SAFE through its sub award to m2m Zambia on PMTCT issues. The position will be based SAFE in Lusaka reporting to the Country Director (with a dotted line to the DCOP-SAFE). This role will provide hands on PMTCT advisory to USAID SAFE project.
USAID SAFE:
The purpose of SAFE is to reduce HIV mortality, morbidity and transmission, while improving nutrition outcomes and family planning integration in Copperbelt, Central and North western provinces. As the SAFE contractor, JSI primarily utilizes a technical assistance approach to strengthen services at the district and facility level, and a direct service delivery model at the community level. SAFE activities are informed by analyses including gender, policy, and cost-effectiveness analyses, and consultation with the Zambian government, U.S. Government agencies, civil society, private sector, research institutions, donors and other stakeholders.

Job Requirements
RMNCH Programme Implementation
• Lead programme innovation on PMTCT at country level;
• Lead planning, implementation and roll-out of new PMTCT programme areas;
• Lead review of technical documents, training materials and policy briefs in an effort to meet national and U.S. Government guidelines as well as international standards
Technical Representation
• Oversee PMTCT country programming and ensure that project objectives and targets are met;
• Review and make recommendations on the quality of materials on PMTCT and issues developed by Zambia country programme
• Identify evidence-based innovative concepts on PMTCT for Zambia for seed funding, including reviewing these concepts for alignment with global best practices, cost effectiveness, and likelihood of being scaled up
• Provide technical guidance, mentoring and capacity building advice on PMTCT issues to m2m Zambia country programme selected for seed funding;
Reporting and management
• Provide technical support and guidance to country on PMTCT issues;
• Provide guidance on best practices in the field of PMTCT;
• Provide technical guidance of m2m deliverables/contributions to USAID SAFE deliverable

Competencies:
• Ability to organize, analyze, interpret, and utilize epidemiological studies, program performance information, and other available quantitative and qualitative PMTCT data;
• Ability to provide teaching and guidance to health workers in PMTCT and management of cohorts of children who are exposed to HIV;
• Ability to work in both large and small team structures, in a participatory and consensus-oriented environment as well as on a peer-to-peer basis;
• Ability to effectively address complex situations using strong interpersonal skills;
• Strong initiative, self-motivated, self-starter, and an innovative thinker who is intellectually curious with the ability to think outside-the-box;
• Ability to work independently and in collaboration and coordination with a diverse group of stakeholders in a dynamic, complex and rapidly changing environment;
• Ability to utilize basic computer programs effectively, including Word, Excel, Power Point and Outlook.
• Cultural sensitivity and ability to effectively engage participants of different cultures and backgrounds;
• Excellent communication and writing skills;

Qualifications and Experience:
• Masters in Obstetrics and Gynaecology or Public Health or t equivalent MBChB, MBBS, MD or their equivalent
• Minimum five (05) years' of post qualification and progressively responsible, professional-level experience on PMTCT issues with at least three to five years' experience in an international or resource challenged setting;
• Must be fully registered with the Health Professions Council of Zambia;
• Experience in planning, managing, monitoring and advising PMTCT programs or general health programs with PMTCT being a significant component;
• Demonstrated experience in capacity building and a strong research background within PMTCT programming areas;
• Experience with working with diverse groups of stakeholders such as government, non-governmental organizations, and private sector partners;
• Organize, analyze, interpret, and utilize epidemiological studies, program performance information, and other available quantitative and qualitative PMTCT data;
• In-country experience and in Africa is an added advantage.
