JOB DETAILS:
  The HBCU Global Health Consortium (HBCU GHC) consists of four historically black colleges and universities (HBCUs) in the United States: Charles R. Drew University of Medicine and Science (CDU), Meharry Medical College (MMC), Morehouse School of Medicine (MSM), and Howard University (HU). Funded by the US President’s Emergency Plan for AIDS Relief (PEPFAR) through the Health Resources and Services Administration (HRSA), HIV/AIDS Bureau, Division of Global HIV Programs, the HBCU GHC project is a multi-year initiative.
The HBCU GHC is established to develop and implement strategies to address the social determinants and health inequalities found within the context of the clinical transformation that will enhance and improve the provision of HIV/AIDS services in Lusaka, Zambia.
The goal of the project- with its partners (HRSA and PEPFAR)- is to improve the quality of healthcare, clinic workflow, and team-building which will lead to improved health outcomes within the district hospitals in Lusaka, Zambia.
The HBCU GHC is recruiting for the following position:
1. Senior Technical Director.

  Job Responsibilities:
• Lead the process of strategic planning and establishment of quality standards for project management and implementation.
• Ensure annual work plans align with strategic objectives and project commitments.
• Provide a monthly schedule of planned support activities for each program to their respective PIs/leadership.
• Represent HBCU program as requested at various stakeholder meetings and conferences globally, liaise with other local U.S. Government partners working in similar health program areas.
• Ensure both narrative and financial reports are submitted to the HBCU Consortium and the donor in a timely manner.
• Coordinate the annual work planning with partners.
• Develop and implement project and partner guidance and ensure adherence; ensure project contractual compliance.
• Work with HBCU GHC, as assigned, to lead Consortium efforts to identify and pursue new prospective funding from USG, bilateral, multilateral, foundations and corporations, while deepening relationships with HRSA.
• Provide ongoing programmatic support for all HBCU GHC PIs staff for implementation activities at all identified hospitals informed by weekly distance and face-to-face supervision from the U.S. based representatives of the four HBCU Consortium members.
• Ensure clear, collaborative communication with all identified clinic partners and closely supervise the day-to-day activities of HBCU staff working on behalf of the Consortium at all clinic sites.
• Provide effective leadership to ensure integration of the program implementation among MOH programs.
• Coordinate program related events (ex. workshops, site visits, assessments, etc.).
• Other duties as assigned by the HBCU GHC.
Other roles STD can support:
• Documented and measurable maintenance and strengthening of key working relationships between the HBCU Consortium, MOH, CIDRZ, and other similar partners in country.
• Conduct periodic field visits to MOH participating sites; keep abreast of key issues associated with overall project efficiency and effectiveness.
• Track and monitor program budgets in country; manage the operations budget and monitor the effective use of project funds.
• Monitor and track program expenditures to ensure adequate funding throughout the year

  Job Qualifications:
• Optimally, 10 or more years of relevant, successful experience managing overseas operations with similar or significant programmatic and administrative responsibilities (program, finance, HR).
• Knowledge of development principles and practices, as well as U.S.G. rules and regulations, and relevant technical guidelines governing grant programs
• Proven track record in new business development, and willingness/ability to engage on an ongoing basis in new business development as required to maintain a healthy country portfolio
• Skills and knowledge in development of: program sustainability and capacity building; project monitoring and evaluation reports
• Excellent analytical and critical thinking skills; strong professional judgment demonstrated
• Excellent oral and written communication skills in English and country language as needed
• Relevant undergraduate or advanced degree in public Health, Medicine or any other relevant field.
• Experience working with international, governmental or non-governmental agencies, donor organizations, or other relevant entities.
• Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, meet deadlines, and to work both independently and in a team environment
• Ability to maintain confidentiality and handle sensitive situations effectively.
