Background
Cheshire Homes Society of Zambia is seeking for consultancy services to carry out a baseline survey to form the Baseline for a Corona Response Project in 3 districts of Lusaka Province (Lusaka, Kafue and Chongwe). The baseline values for all indicators should allow measurement of milestones at monitoring and evaluation stages. All the results in the project will need to have baseline figures generated and target group identified/mapped where they are located and their access to critical and essential services.
The need for COVID-19 response in Lusaka province came about after realisation of the exclusion of persons with disabilities in the current COVID 19 response programming. Of the national estimate of COVID-19 cases 10% are likely to be persons with disabilities.
Objective of the survey
The objective of this Baseline survey is to understand the situation of children, youths and adults with disabilities within and around the 3 districts of Lusaka province in the COVID 19 period. The baseline survey will contribute to evidence based inclusive programming in this response and in general. Requisite Qualifications

The consultant will be required to have the following attributes:
• Post graduate or master’s degree in the fields of social development, health management or public health.
• More than 5 years of experience in development programmes, in particular in planning, project management, monitoring and evaluation within the Public Health sector.
• Proven consultancy experience of at least 5 years with a record of providing high quality evaluation reports (application should include sample of most recent reports).
• Strong and proven capacity in both qualitative and quantitative methods;
• Practical knowledge in assessing gender, disability inclusive development and environmental health will be an added advantage
• Knowledge of participatory methods in evaluations;
• Excellent English speaking, writing and comprehension skills
