The Nile Basin Initiative (NBI) is a partnership of the riparian states of the Nile. The NBI seeks to develop the river basin resources in a cooperative manner, share substantial socioeconomic benefits, and promote regional peace and security. Within the framework of the NBI, the Governments of Burundi, Rwanda and Tanzania have received financial support from the World Bank for development of the Rusumo Falls Hydroelectric Project (RRFHP), conceived as part of the Nile Equatorial Lakes Subsidiary Action Program (NELSAP). The preparation phase has been completed and the project is currently at implementation phase. The Ministers in charge of energy in the three countries decided to implement the project through a public financed, privately managed mechanism. Rusumo Power Company Limited (RPCL) has been established by the three governments to oversee the implementation of the project. Nile Equatorial Lakes Subsidiary Action Programme Coordination Unit (NELSAP-CU) has been mandated and is implementing the project on behalf of RPCL.

JOB DETAILS:

Duration and Nature of Appointment
The appointment of the Social Development & Resettlement Officer will be for a period of two (2) years with a probation period of 6 months. The Expert will travel extensively within the project area, which includes Eastern Rwanda, Northern Burundi and Northwestern Tanzania.
Required Qualifications and experience

  • Advanced training (Master’s degree level) in Sociology, Development Studies, Social anthropology, Community Development, Political Science or related field.
  • Expertise in the development and use of participatory approaches at all levels (regional, national and community), preferably in complex projects with tangible positive impact on project implementation. Experience with social marketing or behavior change will be an asset.
  • At least 10 years of work experience in participatory approaches with a range of stakeholders and at least 10 years of experience in social analysis, planning and management of a range of social dimensions (Poverty and Vulnerability, Gender, HIV/AIDS, Indigenous Peoples, Conflict, and Migration).
  • Recognized knowledge and technical expertise in displacement, resettlement and valuation and compensation frameworks.
  • Excellent consensus-building, multi-cultural, and inter-personal skills; Strong team building and mentoring capabilities; knowledge and skills in the use of consensus building tools will be an asset.
  • Excellent writing, analytical, presentation, and reporting skills.
  • Fluency in English / French and knowledge of other sub-basin languages like Kinyarwanda, Kirundi or Kiswahili is an added advantage.
  • Good computing skills, including knowledge of software packages for word processing, databases, and spreadsheets;
  • Familiarity with modern communication systems (such as Internet, worldwide web, email, etc).
  • Experience working with international donor organizations and especially familiarity with the policies, procedures and practices of major bilateral and multilateral development agencies is an advantage.
  • Experience working in the Nile Equatorial countries, particularly in the project region is essential.
  • Willing to travel extensively within the project area, as work demands.
