JOB DETAILS:

Purpose
WfWI – Rwanda seeks a dynamic and experienced candidate for the position of Social Empowerment Officer (SEO). The SEO supports the Social Empowerment Manager (SEM) to ensure the successful implementation of the Rwanda country office social empowerment program, in accordance with organizational guidelines and procedures. The SEO directly supervises the SE Trainers to ensure the quality and consistency of training content, methodology and delivery, in close collaboration with the EE team and other departments to enhance the overall services provided to program participants.


Duties & Responsibilities

  • Under the direct supervision of the Social Empowerment Manager, coordinate all social empowerment activities with a focus on quality control and impact; including identification and assessment of appropriate communities for program implementation, the recruitment, enrollment and training of program participants.
  • Under guidance from the SE Manager, ensure training is effectively and efficiently administered and operate per guidelines.
  • With SE staff, prepare operational and monthly planning for better implementation of the program
  • Ensure that SE Trainers manage their individual caseload of up to 300 participants, their preparation of lesson plans and weekly/monthly plans and maintain their Journal Entries to record all issues, concerns, stories and lessons learned.
  • Directly supervise the SE Trainers: ensure that timesheets, leave planning/requests and annual performance appraisals are completed in a timely manner and regular meetings are held as required throughout the year to provide ongoing support and supervision to Trainers.
  • Ensure SE campaigns including HIV/AIDS, Nutrition and Hygiene, family planning and GBV prevention are well conducted.
  • Support the SE Manager to collect and deliver all required data on the SE program to headquarters.
  • Control collection and delivery of quality translated letters to and from the participants.
  • To coordinate quality translation of letters for participants and sponsor letters
  •  To scan participant letters to sponsors and send them to HQ.
  • To draft monthly workshop plans, update the group schedules and social empowerment trainer’s caseloads as well as enrollment tracking.
  • To disburse Monthly Training Stipends for program participants.
  • To maintain constant communication with HQ on changes on Delivery list and participant issues
  • Compile and submit in a timely manner to SE Manager required reports on SE activities.
  •  Organize follow up activities and home visits
  • Responsible of regular documentation of success stories and best practices through the implementation of the program.
  • Contribute to the improvement of content of the SE Curriculum.
  • Develop and maintain good relations and coordination with local leaders, community groups, partner organizations and program participants.
  •  Serve as a substitute SE Trainer as needed during periods of Trainer leave/absence; record participant attendance and compile training notes during these periods of coverage.
  •  Maintain accurate and up to date files for SE Training documents.
  • Provide support to the implementation of non-core programs including Men’s Engage and Gender Based Violence Programs.


Qualifications and Skills

  • At least a Bachelor’s Degree in Social Work, Education or other relevant disciplines.
  • At least three (3) years relevant work experience, preferably within the NGO environment.
  • Proven experience with teaching or training, including knowledge of adult education and group facilitation methods
  • Planning, budgeting and reporting skills
  • Strong organizational skills
  • Strong interpersonal and communication skills and ability to build rapport with communities and participants.
  • Have experience in managing GBV project (AND other projects)
  • Ability and willingness to travel and spend significant time in the field.
  • Language fluency (written and spoken) in English and Kinyarwanda required; language skills
    In French an added advantage.
  • Good knowledge of computers and experience in working with all Microsoft Office programs.
