Purpose of Activity/Assignment
Development, testing and implementation of the Master Facility List and E-Registers for the Ministry of Health.
Background and Introduction
The scope of work of the United States Agency for International Development (USAID)/Zambia Evidence for Health (E4H) contract to support the Government of the Republic of Zambia’s (GRZ’s) Ministry of Health (MoH), implemented by HIS Zambia includes assessing and enhancing technical characteristics of major systems that play a role in supporting the country’s Health Management Information System (HMIS).
The MoH desires that the systems be interoperable so that data is only entered once and used where it is required. One of the key systems for interoperability is the Master Facility List (MFL) which provides consistent and reliable source of health facility data where each facility is uniquely identified and the data is availed to all stakeholders including the public for reference.
Objective for MFL Consultancy
The main purpose of the consultancy is to design, develop and test the Master Facility List Information System, WEB based and mobile based application for maintaining semi-permanent data for every health facility in Zambia.
Scope of Work for MFL Consultancy
The MoH developed MFL and the application was developed using Python and PostgreSQL. The MoH requires the application to be API compliant and to be expanded to maintain accurate and up to date semi-permanent data for every health facility in Zambia. The development to be carried out using Agile methods such as SCRUM and therefore a full specification of the requirements will not be provided. .
The consultants’ tasks will include the following:
1. Review the current MFL application and database and evaluate how it can be the basis for further development.
2. Use Open Source application tools preferably already used to continue the expansion of the MFL to meet the backlog requirements developed with the product owner.
3. Develop both WEB Based and mobile application that are useable by both developers of other systems and the public to locate health semi-permanent data.
4. Develop a robust API (RESTFUL) to enable reliable interoperability with other applications.
5. In line with the SCRUM method, ensure that all delivered functions are well tested and accepted by the product owner (MoH) and selected user group.
6. Develop robust security and administration functions.
7. Design reliable health facility identification system (e.g. digital addresses) that can be used by other systems.
8. Design data dictionary and each version of the national indicator data set (NIDS) repository.
2. Electronic Registers
Objective for e-Register Consultancy
The MoH uses paper registers to keep and track patients and health services provided. The registers are expensive to print and are normally in short supply. In addition, they are not easy to change when a health program design changes as they require the whole HMIS to be changed.
Goal and Objective of e-Registers
The main purpose of the consultancy is to design, develop and test the electronic registers as standard tools that will be easy to maintain and use for continuity of services, data repository and service provision. E-Register is expected to facilitate improvement in data quality as there could be no need to manually count the entries, and at prescribed times aggregate data can be uploaded into the DHIS2. It will also improve record keeping and retrieval. WEB based and mobile based application.
Expression of Interest (EOI)
Interested and qualified Consultants/Companies are required to submit an EOI/proposal interpreting these Terms of Reference elaborating the proposed methodological approach to the task(s). Detailed work plan and budget indicating both the professional rates and costs for logistics/operations in Zambian Kwacha. Detailed CV for the lead Consultant including summarized CVs of technical personnel.
Expected deliverables
1. Inception report: A concise and brief inception report is to be developed by the consultant including the proposed procedure, which will outline proposed steps and a detailed description of the envisaged methodological approach, including detailed cost in form of a budget.
2. Prototype and draft Report: The prototype product of 1. MFL and 2. e-Register will be submitted to HISP ZM with the consultant being responsible for coordinating the feedback process.
3. Final Deliverable and Report: The final 1. MFL and 2. e-Register including a completion report(s)

Qualifications for Consultant(s)
The technical offer will include a team with minimum qualifications as follows:
1) Minimum Degree in Computer science or related field.
2) Traceable record of WEB Based and mobile application design development.
3) Minimum of 3 years’ experience in similar development needs. The applicants must also provide a list of previous/current similar assignments or engagements completed with at least 3 work references.
