The Elizabeth Glaser Pediatric AIDS Foundation is a global leader in the fight against pediatric HIV and AIDS, working in 15 countries and at over 5,500 sites around the world to prevent the transmission of HIV to children, and to help those already infected. Today, because of the highly successful work of the Foundation and its partners, pediatric AIDS has been virtually eliminated in the United States. With a growing global staff of over 1,000 nine of 10 who work in the field the Foundation’s global mission is to implement HIV prevention, care, and treatment programs; further advance innovative research; and to execute strategic and targeted global advocacy activities to bring dramatic change to the lives of millions of women, children, and families worldwide.
Overview:
Thru a grant from UNITAID, EGPAF will introduce and scale-up innovative point-of-care (POC) early infant diagnosis (EID) in nine African countries. This four-year project will provide 650 POC EID platforms, which will enable the testing of up to 270,000 HIV-exposed infants. The project will result in increased pediatric HIV diagnosis and earlier initiation of infants on ART, increased pediatric ARV coverage, and improved survival of HIV-positive infants.
Strategic Information Coordinator
Summary:
The Strategic Information Advisor Manager reports to the Country Program Manager and is responsible for data management for the SI&E department, including oversight of M&E data projects. S/he supports HQ and donor data requests, reporting, documentation and technical writing and assistance in achieving the Rwanda Strategic Plan.
Project monitoring and reporting activities:
- S/he will lead the project's M&E activities, oversee the development of systems to collect, organize, verify and analyze data on inputs, outputs, outcomes and impact of the project. In close collaboration with the other SI&E folks, project Country Implementation team, SI&E backstop and project partners’ staff, s/he will lead the establishment of the project’s M&E framework, including indicators, targets, data flow and M&E tools for implementation. S/he will strengthen data-driven management and provide technical leadership in collaboration with the Country Program Manager in analyzing data for strategic decision making for project management and decision making.
- S/he will support project implementation teams to actively monitor project’s activities - using the project’s monitoring framework. S/he will work closely with the project implementation and other SI&E staff to collect project data and ensure quality of data and reporting. S/he will conduct data related supportive supervisory visits to project supported site and provide quality feedback on the use of POC/EID data and indicators.
- S/he will be leading the data reporting to the donor including but not limited to reporting in Power BI and other reporting for semi-annual, annual and quarterly reports as necessary. S/he will represent the project in different M&E related fora.
- S/he will provide technical support to EGPAF and health facility staff in reviewing data collection tools and procedures to strengthen quality and viability of program reports and will assist in developing monitoring strategy and tools for new program initiatives and projects.
Data Management and Research,
- S/he will ensure integration of learning concepts into and from the project.
- In collaboration with the Country Program Manager, S/he will work with other project staffs and partners on the design of necessary research protocols, data collection instruments, training of data collectors, conducting research studies and ensuring quality research reports.
- S/he will work closely with project staff, and partners to conduct data reviews and develop abstracts and presentations and a plan for documentation and dissemination of program implementation, results and best practices.
- S/he will organize and train EGPAF staff and supported sites in strategic information, including collecting, cleaning, and analyzing regular monthly data and on the use of information for quality improvement. Support the project implementation team to develop supervision tools

QUALIFICATIONS AND EXPERIENCE
- Master’s degree or higher in Public Health, Epidemiology, Statistics, Demography, Social or Behavior science or related field. Bachelor’s degree in the above fields with proven experience.
- Minimum of 5 years of relevant work experience in the HIV/AIDS, health and/or social services sector
- At least 5 years of experience in project M&E for UNITAID and/or USAID-funded projects in developing countries
- Strong experience in applied operational research, research ethics, development of study protocols, establishing research teams, developing data collection instruments, data analysis and reporting in one or more of the following areas: HIV/AIDS, health services and/or social services.
- Excellent understanding of Rwanda health sector
- Strong quantitative and qualitative data management and analytical skills, including proficiency in the use of data management and data analysis software.
- Excellent communication skills in English, including report writing.
- Able to produce thorough, high quality results within a tight timeframe and meet deadlines and deliverables to partners and donors.
- Demonstrated ability to work with multiple partners on collaborative projects.
- Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations.
