World Vision Strategy and Programme Effectiveness Director
World Vision is a child-focused Christian humanitarian organization implementing development programmes in 24 Districts of Rwanda. With a team of more than 300 staff in Rwanda, our interventions are currently reaching more than 1.5 million people.
World Vision Rwanda seeks to hire a highly-qualified, dedicated and experienced national for the role of World Vision Strategy & Programme Effectiveness Director. This critical position will be part of the senior leadership team, based at the Kigali Head Office and reporting to the National Director.
Purpose of the position:
The visionary leader hired for this critical role will help enhance World Vision Rwanda’s ability to positively improve children’s lives; develop and communicate World Vision Rwanda’s strategic direction; build strategic partnerships; deepen our commitment to the most vulnerable children, and focus our ministry for greater impact. We are looking for a team leader who can inspire those around them, with a deep understanding of the complex humanitarian space and a commitment to World Vision’s mission, vision and values.
The major responsibilities include:
Major Activities
Strategic Leadership
• Develop a national strategy ensuring alignment with international and national priorities for the wellbeing of the most vulnerable children
• Set a strategic vision and lead, develop and direct the implementation of all aspects of World Vision’s Ministry as an effective member of the senior leadership team to ensure ministry quality and high impact
• Represent World Vision at key national and international level dialogue to ensure vulnerable children’s voices are heard
• Provide strategic/technical and management support to staff to ensure achievement of full implementation of World Vision’s strategy
• Continuously improve the technical quality of programmes through the development of technical program approaches, capacity building and rigorous program evaluations
• Facilitate staff and partners’ capacity-building initiatives to enhance programing quality
• Guide the direction of projects to strengthen evidence-based programming and strong accountability for results.
• Provide leadership, strategic direction and support in the development and implementation of strategic imperatives in the National Office
• Facilitate tracking and reporting of the National Office Strategy scorecard
Enhancing visibility and engagement with external stakeholders
• Develop and maintain close relationships with external strategic stakeholders including but not limited to donors and government agencies to explore opportunities for deepening their engagement with World Vision Rwanda
• Build and coordinate strategic partnerships with civil society, donors, Governments and corporations, UN entities and other organizations to enhance collective response to child well-being
• Strengthen partnership and collaboration with faith-based organizations at national level to influence and monitor policy implementation to enhance child well-being
Enhancing evidence-based programming
• Oversee the design of a research agenda, theories of change, baselines, and monitoring platforms to enhance technical programme quality and improve World Vision’s ability to make a positive change in children’s lives
• Coordinate the production of internal and external evaluation and reports to understand and enhance program quality
• Ensure high quality Child Well Being (CWB) reporting and other reporting work is undertaken in a timely manner
Team Leadership
• Develop and inspire a diverse team of professionals to over-achieve on objectives.
• Build a team of collaborators, promoting an office that embraces diversity, interfaith collaboration, gender balance and engagement.
• Ensure stewardship and accountability of World Vision Rwanda material and financial resources
• Through a high standard of personal and professional integrity, instill and promote a culture of total accountability and transparency
• Help carry out the organization’s mission, vision, and strategies and personify the ministry of World Vision by witnessing to Christ and ministering to others through life, deeds, words and signs.

• National Office strategy developed and monitored in compliance with the partnership standards
• Programming quality enhanced.
• Embedding child protection, faith and development, gender and other crosscutting themes into programmes.
• A high performance culture and accountability maintained within the team to enhance effectiveness
• Collaboration and integration with other departments strengthened
• A functional structure in place
• Staff performance effectively managed
• Strong strategic relations with external stakeholders developed and maintained
• World Vision Rwanda’s visibility and credibility strengthened
• World Vision Rwanda is well represented at key forums
• Key quality reports produced timely
• National Office scorecard regular monitored and reported timely
• Quality and timely submission of DIPS and budgets
• Proper management of departmental resources
• A culture of accountability instilled
Minimum education, training and experience requirements to qualify for the position:
• Masters Degree in Social Sciences, Development Studies or any related field from a nationally or internationally recognized university.
• Minimum of 7 years’ experience in a leadership role in the development and humanitarian sector with management experience of a large and diverse portfolio.
• Experience managing and leading large and complex teams within a complex organizational environment.
• Should have a highly-developed understanding of different sectors within child-focused relief and development agencies, such as maternal and child health and nutrition, education and adult & child safeguarding; livelihoods and food security, etc.
• Must have strong relational and networking skills, a demonstrated ability to lead teams, understanding of M&E, proposal development skills and significant experience engaging with partners.
• Effective in written and verbal communication in English and Kinyarwanda.
• Preferred Skills, Knowledge and Experience:
• Highly effective people management skills and ability to provide spiritual leadership to the team.
• Ability to think strategically and innovatively, constantly pursuing new and better ways of working.
• Working knowledge of programmes/projects cycle management
• Working knowledge of proposal writing and negotiation skills.
• Be committed to empowering others for transformation – both inside and outside of the organization.
• Be committed to pursuing tangible and lasting impact in the lives of the poor through an empowerment approach.
• Good planning and organizational skills.
• Be a results-oriented leader with the ability to handle a heavy work load, manage and satisfy multiple conflicting organizational, donor and other stakeholder demands
• Ability to inspire across a wide range of audiences and to communicate effectively
• Ability to maintain effective working relationships with all staff and other key partners.
Work Environment:
The position requires ability and willingness to travel domestically and internationally up to 25% of the time.

The salary is commensurate with qualifications and experience.
