Background:
The USAID/Zambia Monitoring, Evaluation and Learning Platform (Z-MELP) Activity, implemented by SoCha LLC, provides USAID/Zambia with access to technical and advisory services to design and carry out specialized multiple, third-party monitoring, evaluation, and learning (MEL) tasks that support program cycle implementation. Through Z-MELP, the Mission will achieve efficient MEL functions to enhance data-driven decision-making and strategic steering of the Mission’s Country Strategy.
Scope of Work:
Z-MELP is looking to recruit a Study Lead for an upcoming Host Country Contracting Assessment (HCCA). The purpose of the HCCA is to evaluate the procurement capability of select District Health Offices operating under the Zambian Ministry of Health (MOH) and the adequacy of the related systems in place to execute and administer procurements and authorize payments.

The objectives of the HCCA are: To analyze the risk integrity of the procurement processes (organizational, political, procedural etc.) that may negatively affect the ability of the contracting agency (select MOH District Health Offices) to carry out the procurement.
To test the adherence of the contracting agency to its procurement laws, regulations, and policies.
To analyze the effectiveness of the contracting agency’s internal control systems (e.g., administration, monitoring, invoicing). This analysis must include all the risks in all areas covered by the assessment.
The assessment will consider organizational aspects, staff capability, quality, and adequacy of supporting and control systems, and suitability of the laws, rules, and regulations applicable to the contracting agency under review. The assessment will assess the contract administration and function of the contracting agency, drawing on existing data as much as possible, while also undertaking travel to four districts to conduct primary data collection – examining a random selection of documents and transactions to confirm the existence of key processes and controls, and walk-throughs to confirm and validate that operations match required laws and regulations.
Responsibilities:
• Coordinate and guide the delivery of a high-quality assessment according to the Scope of Work (SOW).
• Provide technical leadership throughout the study implementation process.
• Coordinate and manage the design of the assessment methodology and associated tools (outlined in an inception report) alongside Z-MELP and USAID/Zambia.
• Undertake primary and secondary data collection, including travel to remote districts in Zambia.
• Carry-out data analysis on both relevant documentation and on qualitative data obtained from Key Informant Interviews (KIIs).
• Prepare the draft and final assessment reports.
• Prepare a final presentation of assessment results to be presented to USAID.
Minimum qualifications and experience:
• 15+ years of expertise in procurement practice, regulation, system improvements, procurement auditing, and contract management.
• Previous experience working with/consulting for the Zambia Public Procurement Authority and/or Zambian Ministry of Health, preferably in a senior management role.
• Detailed knowledge of/prior experience applying the Methodology for Assessing Procurement Systems (MAPS) in previous work.
• Demonstrated experience conducting qualitative and quantitative research.
• Previous experience working on assessments for USAID is preferred.
• Excellent English report-writing and presentation skills.
• Demonstrated leadership, versatility, and integrity.
• Master’s Degree (including MBA) preferred.
Timeframe:
The study is expected to run from mid-January 2023 to the end of March 2023. The total estimated level of effort for the Study Lead is 45 days.
Location:
Zambia: It involves primary data collection in Lusaka and in select districts of Central, Copperbelt, Luapula, and Eastern Provinces.
