JOB DETAILS:
The Sub-regional Director for Southern Africa (SSDSAP) reports to the Senior Program Director located in North Carolina (NC), USA. S/he will be responsible for the overall strategy and development of Ipas’s young consolidated and evolving program across 9 countries. The SSDSAP continues building, developing, and leading a skilled, professional regional team and senior leadership in country to further women’s reproductive health and the mission of Ipas. S/he will develop and oversees region and country-specific strategic frameworks and plans and generate new funding opportunities to secure program expansion. S/he will oversee financial, administrative, and logistical resources, will ensure good stewardship of funding, adherence to Ipas policies and standards, and achievement of Ipas’s long-term strategic goals and objectives.

The SSDSAP values high performance, accountability, efficiency, and innovation, and keeps results for beneficiaries at the heart of everything they do. The SDSAP is the primary Ipas representative at the regional level, and at country level when Ipas does not have local representation. S/he will be working to maintain Ipas’s technical leadership, expand the regional program, and maintain strong partnerships by ensuring strong collaboration with local governments, international donors, and implementing partners.

The Southern Africa team led by Sub-regional Director of the Southern Africa Program (SDSAP) is:
• Responsible for all Ipas operations and growth in the Southern Africa region. This includes establishing strategic framework for the program and ensuring its operationalization. It works through Country Program teams or with partners in the region in collaboration with Ipas NC.
• Serves as the primary point of contact for country teams, partners, and stakeholders to build, provide or mobilize available and relevant technical or operational assistance capacity.
• Serves as a platform for innovation and learning.
• Coordinates majority of the Southern Africa wide interventions by speaking with one sub-regional voice with regional bodies, donors, partners (advocacy, research, training, external relations management, etc.).
• The Southern Africa Program will achieve improved synergy, more impact and cost-effectiveness through economies of scale in technical and operational management aspects, including human resources, compliance, financial management, policy analysis, and health systems strengthening that would normally be managed at the country level across multiple countries. This regional approach will allow Ipas to centrally locate key staff that can work across several country programs, reducing risk for the organization through increased flexibility.

Summary of Responsibilities
Program Leadership
• Position Ipas as a sector leader across the region by contributing to establishing and strengthening national and regional strategies and goals.
• Oversee the design and lead Ipas’s Southern Africa strategic framework in line with Ipas’s global Vision, Mission, and Strategic Objectives, and country strategic plans in collaboration with country leadership
• Work closely with the Country Impact Team (CIT) and other Ipas Regional Leaders who support Ipas work in Africa to ensure growth plans for the region are integrated and supported throughout the organization, and programming meets Ipas’s standards.
• Develop and deliver a robust and cost-effective business model ensuring the ongoing growth of healthy and sustainable income streams.
• Build, develop and lead a skilled, professional Southern Africa team
• Lead and support the regional and country program teams, including strengthening programmatic and operational capacity of staff as needed.
• Foster a high-trust, positive management, high-performance work culture in the regional and country offices, based on Ipas core values and organizational culture.
Program Management
• Ensure robust systems and processes are in place in the regional and select country offices to support operations, drive productivity, and deliver results, including the effective use of state-of-the-art program and project management approaches.
• Ensure full donor contractual compliance for each project in the region’s portfolio, as well as compliance with Ipas's minimum standards and policies.
• Promote evidence-based decision making and lead the adoption of innovative solutions to improve program effectiveness and efficiency.
• Ensure quality is maintained through development and support of a quality and monitoring process for continuous quality assurance.
• Promote the partnership, encouraging cooperation and supporting learning across countries.
External relations and resource mobilization
• Build and nurture strong regional partnerships with government, donors, health institutions, local organizations, media, and other stakeholders.
• Oversee the development of resource mobilization strategies, leveraging the support of country teams, the CIT, and the Development unit
• Foster relationships with traditional and non-traditional donor representatives
• Represent Ipas with donors at the regional and/or country level, and act as a spokesperson for the organization in these settings, advocating for women’s reproductive health and rights.
• Ensure a strong partnership with Ipas Global units and effective working relations with the NC Office to leverage support.
• Foster a culture of collaboration and learning between and across other country and regional programs in Africa and the broader partnership, encouraging cooperation and supporting learning across programs.
Finance and governance
• Work with country leaderships to ensure the local legal entities meet good governance requirements.
• Ensure Human Resource (HR) systems and policies are aligned with best practices and local law, and that accountability is built into HR management processes and systems (e.g., annual performance goals, performance reviews)
• Lead in revenue growth and increased efficiency, basing strategic plans on sound financial and programmatic results data.
• Oversee strong financial management in line with Ipas’s financial compliance policies.
• Ensure robust internal controls are in place to minimize and manage risk.
• Ensure the development of security plans and risk mitigation strategies in the region.

Position Requirements
• Demonstrated excellent advocacy and representational skills, including communication and diplomacy skills, particularly in the areas of reproductive health and rights, gender, human rights, public health, and related areas.
• Appreciation for rights based (pro-choice) approaches to development.
• Understanding of the socio- political-economic context (policy environment) of Southern Africa, experienced in influencing policy work at a regional level with stakeholders regional and national government officials, international donors, regional and international civil society organizations and alliances, and UN bodies.
• Strong team leadership expertise and experience, with proven success in strategic planning, fundraising, critical thinking, and problem solving.
• Knowledge of the evidence bases pertaining to program design and implementation in public health.
• Strong institution building skills, ability to analyze an organization’s strength of management, vision, and adaptive capacity.
• Strong consultation, conflict resolution, and negotiation skills.
• Understanding of and experience in overseeing key project management and compliance issues and minimum standards, including for program design, work planning, budgeting, and monitoring.
• Strong influencing skills, collaborative, good listener with the ability to take people along in decision making processes.
• A strong understanding of women’s sexual and reproductive health and rights in the Southern Africa region
• Team management skills - ability to recruit, guide, influence and/or advise management teams to effectively implement programs.

Education
• Master’s level degree or higher preferred in public health, medicine, international development, gender issues, policy, administration, or related studies.

Experience
• A minimum of 10 years of increasing responsibility in team leadership and program management
• Previous experience as a Country Director for an international NGO preferred, with sound general management skills
• Experience and demonstrated success in fundraising and maintaining relationships with donors –to ensure organizational sustainability in the long term. Understands the donor environment, key stakeholders in the funding eco-system. Both at a Southern Africa sub-regional and Africa regional level.
• Professional level fluency in English. Ability to speak and write articulately about programmes for women’s reproductive health and rights, and gain credibility with a variety of audiences.
• A self-starter, with resilience, pace, and interpersonal flexibility.
• High on enterprise, ownership, and ability to ‘co-create’ and lead programmes.
• An innovative thinker with a pragmatic and solution-oriented mindset
• Belief in the importance of evidence-based decision making.
• Ability to travel approximately 30%

• Ability to travel approximately 30% domestically (with occasional regional or global trips if applicable)
