JOB DETAILS:
Job Description
GH-TAMS is seeking candidates for a Supply Chain Data Analyst for a six-month assignment for USAID/Zambia. The consultancy will be in country at approximately 134 days of effort. Start date is approximately January 16, 2023.

Background:
USAID supports the Government of the Republic of Zambia (GRZ) with high-impact, evidence-based health sector interventions to support HIV/AIDS prevention and treatment; malaria prevention and treatment; tuberculosis (TB) control and treatment; reproductive, maternal, newborn, child, and adolescent health care; nutrition; and water, sanitation, and hygiene.
USAID’s Health Office is the largest technical office at the U.S. Mission/Zambia, with an annual budget of approximately $275 million. The PEPFAR program is the 7th largest in Africa with a USAID budget of $175 million, while the PMI budget stands at $25 million and other health areas totaling $75 million. The office has 48 staff and manages a multifaceted program addressing maternal and child health, reproductive health/family planning, infectious diseases (HIV/AIDS, TB, and malaria), health systems strengthening and human resources issues. The office is divided into seven technical Divisions (sub-teams) each supervised by a Division Chief, including HIV and TB; Malaria: Health Systems Strengthening; Monitoring and Evaluation; Family Health; Social Protection; and Decentralized (regional) Offices.
USAID/Zambia’s Health Office aims to save and enhance lives by improving the health of Zambians and reducing the incidence and impact of HIV/AIDS and other illnesses, with a particular focus on women and children. Health Office staff partner directly with Zambian Ministry of Health (MOH) personnel to improve the quality of healthcare services and support healthy behavior change to lessen disease burden. Three approaches guide the overall health program, including: (1): Strengthening Health Systems and Accountability; (2): Improving Health Service Delivery; and (3): Improving Community Health Practices.
The Health Office collaborates closely with other allied Zambian Ministries, the National HIV/TB/STI Council, and cooperating partners (donors) in support of Zambia’s ambitious goals of reducing the prevalence of TB and malaria to levels where the two morbidities cease to be public health concerns, ending preventable maternal, neonatal, and childhood deaths, and achieving an AIDS-free era by 20301.

Role and Responsibilities:
The goals are pursued through the implementation of five-year National Health Strategic Plans (NHSPs) and five-year National HIV/AIDS Strategic Frameworks (NASFs). The Health Office also coordinates its efforts with the Mission’s Education, Economic Growth, and Democracy and Governance teams to implement integrated health programs across multiple sectors and platforms.
Commodity Security and Supply Chain management is an integral part of the USAID Zambia Health portfolio. Expending approximately $110 million/year on medicines and supply chain management systems, this area represents a significant USG commitment to deliver quality medicines where they are needed in the right place, at the right time, and in the right quantity nationwide. It also constitutes the backbone for health service delivery in Zambia
The Supply Chain Data Analyst (SCDA) is an essential member of the Health Office and reports on a day-to-day basis to the Supply Chain Team Lead. The SCDA provides strategic information analytic support to the team, performing a variety of both complex and routine technical duties.
The Supply Chain Data Analyst will be responsible for:
• Technical Support and Analytic Services
• Maintain in-depth knowledge of supply chain data being submitted by Implementing Partners (IPs) such as Forecasting and Quantification Reports, Monthly Situational Reports, Quarterly Reports, and any other reports which contain supply chain information.
• Conduct data analyses and provide technical assistance relevant to supply chain data requirements and facilitate interpretation and dissemination of supply chain-related data for program decision making.
• Conduct routine supply chain data review and trend analysis of partner performance analysis and provide data visualization support, including but not limited to supply chain data verification, forecasting accuracy, commodity supply planning data and linking consumption trends with estimated clients accessing products
• Assist the Supply Chain Unit with data- focused analytical thinking for improved planning, monitoring, evaluation, and reporting of data to the Health Office, Inter-agency teams and the Agency Leads.
• Review and monitor Zambia’s procurement plans to ensure robust supply chain strategies and technical assistance.
• Conduct supply chain market intelligence and analysis to provide support to HIV, Malaria and RMNCAH related commodity supply chain distribution, and other supply chain strategies.
• Participate in internal technical and advisory groups and Health Office meetings.
• Design, develop and deliver high quality visualization and information products to support the health office.
• Translate complex data analysis concepts and requirements into clear, digestible, and usable information.
• Generate, process, analyze, and triangulate structured and unstructured supply chain data from a wide range of sources for improved decision making,
• Respond to data requests from Agency leadership and present complex analytics and results to a diverse set of stakeholders.
• Collaborate with data analysts and program experts across the inter-agency team to develop, streamline, and improve existing and emerging systems and processes for addressing complex supply chain related data.
• Support country programs in monitoring and evaluation to ensure USG investments reflect the efficient use of resources.
• Provide training and analytical support to effectively manage and analyze supply chain data monitoring for purposes of program accountability, oversight, and management

Qualifications:
• Minimum of Master’s degree and 5 years professional experience or Bachelor’s and 7 years or more of relevant experience in social science, statistics, public health data management, preferably with public health or HIV experience.
• Demonstrated experience in analysis and presentation of -public health data, preferably relating to supply chain, HIV/AIDS or other public health programs.
• Demonstrated skills in data analysis and visualization, strategic planning, monitoring systems, program coordination and implementation, and evaluation, preferably relating to supply chain, HIV/AIDS or other public health programs. within a developing country context.
• Demonstrated experience and expertise in database management and/or statistical software such as Excel, Access, Stata, or SPSS.
• Excellent analytical, written and oral communication skills.
• Strong interpersonal, facilitation and team building skills, and ability to work across agencies and cross-culturally with diverse teams on sensitive issues.
• Demonstrated ability to work independently.

About the Organization
The Global Health Technical Assistance and Mission Support Project (GH-TAMS) is a five-year USAID-funded activity providing the Bureau for Global Health (GH) and USAID field missions with high quality technical expertise to achieve the Agency’s foreign assistance global health mission. With start-up in the fall of 2019, GH-TAMS follows the success of the Global Health Program Cycle Improvement Project (GH Pro).
GH-TAMS technical assistance covers a broad range of technical areas and cross-cutting issues such as HIV/AIDS. family planning, MNCH, infectious disease, TB, health finance, reproductive health, organizational development, OVC, project design, facilitation, M&E and strategic planning.
Project assignments are located in Washington D.C. and worldwide in Africa, Asia and elsewhere. Assignments typically range from two weeks to six months in duration.
