CARE International is seeking to recruit a “Team Leader” for Investing in Adolescent Girls in Rwanda Project – Pending Donor Approval

CIUK is seeking experienced consultants for a Team Leader position for the 5 years DIFD funded Investing in Adolescent girls in Rwanda (IAG-R). The mobilization is expected to start in October 2019.
Scope of the Programme
The IAG-R programme will work to enable adolescent girls to have the capabilities for a safe, healthy, educated and empowered transition to adulthood. The programme also aims to support the Government of Rwanda strengthen the policy framework (including implementing the NST and the National Gender Policy (2010)) and its systems to operationalize and implement its focus on investing in youth.
The programme has three components:
• A consortium of implementing partners to deliver out-of-school life skills lessons to 200,000 11-year-old adolescent girls and boys;
• Technical assistance (TA) facility that will provide expertise and guidance to the implementing partners, as well as providing technical assistance to the Government of Rwanda’s Ministry of Gender and Family Promotion (MIGEPROF); and
• A programme monitoring, evaluation, and learning approach complementing the work of a centrally-managed programme (GAGE) about what works for adolescents and ensuring that learning runs throughout into the programme and contributing to building the evidence base.
Scope of the Team Leader role
The Team Leader’s primary responsibilities include providing overall programme leadership and management as well as consortium management to ensure performance and adherence to donor regulations, ensuring synergies and an integrated vision among different stakeholders.
Programme Leadership and Management
• Lead high quality, results-oriented programme planning, implementation and reporting in compliance with donor, government and CIUK agreements and procedures.
• Oversee the design, implementation and maintenance of monitoring and evaluation tools and frameworks.
• Design and oversee an annual programme cycle for consortium members and partners in accordance with donor’s annual planning cycle.
• Serve as primary liaison with the donor and the consortium members on administrative and technical matters, as well as the government of Rwanda.
• Work with programme staff and technical advisors to identify the technical support needs of the programme and ensure this support is provided.
• Work collaboratively, anticipate and overcome challenges or potential challenges faced by the consortium in the implementation of this programme.
• Represent IAG-R programme in the senior program advisory committee (PAC)
Synergy, Communication, and Coordination
• Foster and maintain effective and professional relationships with and between all programme stakeholders.
• Lead knowledge development and sharing
• Organize and facilitate relevant committees and meetings between key stakeholders and regular inter-agency coordination meetings in accordance with the governance structure agreed by the consortium.
• Coordinate joint procurement, consultant recruitment, and monitoring and evaluation activities.
Human Resources Management
• Lead and manage a Programme Management Unit to ensure high levels of motivation, commitment, capacity, and teamwork.
• Participate in staff and consultant recruitment, in collaboration with Human Resources and programme stakeholders.
The Team Leader will report to CARE UK and CARE Rwanda and will work closely with Deputy Team Leader, who will have responsibility for day-to-day operational issues (programme plans, resourcing, forecasting, reporting, risk management etc.).
Skills and Experience
Knowledge and experience
• Master’s Degree (or equivalent) in an international development related field or evidence of equivalent knowledge gained through experience.
• At least 10 years of demonstrable, progressive experience in managing large government and bilateral donor-funded grants, commercial contracts and ideal payment by results models.
• Experience of working for INGOs in senior positions (Team Leader/Chief of Party/Programme Director level strongly preferred), ideally in Rwanda or similar context in East Africa or other relevant parts of Africa.
• At least one significant experience as team leader of a DFID funded project.
• Experience in gender programming, particularly with adolescent girls programming – integrating life skills, financial literacy, ASRH, SRGBV components
• Expertise in two or more of the following technical areas: gender; adolescent sexual and reproductive health and rights; education; adolescent’s life skills and economic empowerment; disability inclusion; and/or policy and advocacy
• Knowledge of development challenges and context in East and Central Africa, preferably including in education systems and gender mainstreaming.
• Demonstrated experience working collaboratively without the need for close supervision.
• Demonstrated experience of managing large teams.
• Previous management of a consortium and partnership relations, in particular with local NGOs, INGOs, consultancies, and ministries.
• Experience and knowledge of Monitoring and Evaluation including impact measurement research approaches.
• Experience with Technical Assistance Facilities to government institutions desirable.
• Proficient in computer skills and use of relevant software and other applications (e.g. word processing, spreadsheet, database, internet).
• Strong writing skills in English and ability to lead on writing processes and timely submission of key contractual deliverables- progress reports, project briefs, learning documents, etc.
Skills and Behaviours:
• Proven leadership, interpersonal and cross-cultural skills, and the ability to build and motivate multi-disciplinary teams.
• Possesses a demonstrated ability to establish strong working relationships with senior representatives of international donors, national and local governments and consortium members.
• Ability to take responsibility, make decisions and monitor implementation in a timely manner.
• Ability to effectively lead multi-stakeholder meetings and processes.
• Ability to analyze issues, determine key risks or adverse trends, and come up with appropriate corrective measures.
• An ability to arbitrate between parties and to find solutions to challenging issues in an evolving development/emergency context is necessary.
• Demonstrable skills in strategic planning, financial and human resources management, supervision, and budgeting.
• Demonstrated ability to implement programmes with rigorous timelines and deliverables and to track programme quality through donor approved monitoring and evaluation systems.
• Ability to compile and finalize reports, analysis and briefing notes for senior management and stakeholders.
• Strong negotiating, facilitation & influencing skills while maintaining political neutrality.
• Fluency in French and/or Kinyarwanda is desirable
• Demonstrated creativity and willingness to innovate.
• Strong analytical skills and problem-solving skills.
• Ability to work under pressure, multi-task and meet deadlines.
• Commitment to working transparently and with integrity.
• Commitment to the inclusion of Gender, Equity, and Diversity initiatives, as well as safeguarding and in the prevention of sexual abuse and exploitation.
• Proven ability in working in insecure or hardship environments. The position will require frequent travel within 25 districts for up to 30% of the time.
Location
The role is expected to be based in Kigali.
Remuneration will be based on skills, experience and previous remuneration packages for similar assignments.
