The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion and Energy.

In the framework of a multilateral commitment towards the promotion of peace and security in Africa, GIZ - German Development Cooperation – supports the International Conference on the Great Lakes Region (ICGLR) in implementing its Pact on Security, Stability and Development in the Great Lakes Region.
One field of intervention of the GIZ technical cooperation program “Support to the ICGLR” focuses on the support for the Implementation of the ICGLR “Regional Initiative against the Illegal Exploitation of Natural Resources (RINR)”. The overall aim of the RINR is to break the link between violent conflicts and the exploitation and trade of minerals through further strengthening good governance in the mining sector on a national and regional level. Therefore, the ICGLR Conference Secretariat, based in Bujumbura, has defined six tools of the RINR: 1) establishment of a regional certification mechanism for selected minerals, 2) harmonization of Member States laws and regulations, 3) development of a database on mining statistics of all MS, 4) Balance of trade volumes with financial flows recorded by EITI, 5) set-up of a whistle-blowing mechanism, and 6) formalization of artisanal mining. The GIZ program supports the Conference Secretariat with the development and introduction of these six tools in the national policy of the ICGLR Member States.
The program’s main focus is on strengthening capacities for RINR implementation within the ICGLR Conference Secretariat in Bujumbura. This includes managerial capacities (planning, internal organization, etc.) as well as technical capacities for natural resource governance in general and RINR implementation in particular. Besides that, the program also directly supports ICGLR Member States with RINR implementation. This direct support to Member States focuses on the National Coordination Mechanisms and in-line ministries, mainly the Ministries in charge of mining. The National Coordination Mechanisms are responsible for coordinating the implementation of the RINR at the national level

GIZ Rwanda is searching candidate for the position of Technical Expert of Mineral Sector Governance. The Technical Expert will be based in Kigali/ Rwanda with frequent travels inside and outside of the Great Lakes Region.
The expert will spend 40 percent of her /his working time travelling outside of Rwanda, especially to Burundi and is under the supervision of the Head of field of intervention RINR.

The Technical Expert is responsible for:

  • Providing support to the head of field of intervention RINR in coordination, management and delivery of project objectives;
  • Supporting the head of field of intervention RINR with providing technical advice to the ICGLR Conference Secretariat on the development and implementation of the RINR as well as on organizational development;
  • Closely following up developments in the field of Natural Resource Management at the international, regional, and national levels and feed them back to his superior;
  • Supporting communication and cooperation with a broad range of actors and stakeholders (Government, Private Sector, Civil Society, technical and financial partners);
  • Supporting the internal management of the field of intervention RINR (knowledge management, etc.).
  • At least five (5) years of relevant work experience;
    The Technical Expert ’s tasks will include:
  • Advising and consulting
  • Management and Coordination
  • Networking and Cooperation
  • Contributing to the preparation and implementation of the program’s activities for in the field of resource governance (workshops and seminars, trainings, communication, etc.);
  • Technical advice to the ICGLR Conference Secretariat regarding the development and implementation of the six tools of the RINR;
  • Contributing to the conceptualization and preparation of workshops, seminars, and other events on subjects related to the RINR.
  • Supporting general program planning, including inputs to planning exercises, monitoring of activities, quality and knowledge management, budgets, and documentation of program activities;
  • Assisting in defining terms of reference, selection, and supervision of contracted third parties in carrying out activities.
  • Supporting regular dialogue with the ICGLR Conference Secretariat and ICGLR Member States;
  • Promoting technical exchange, partnerships and strategic alliances with stakeholders (government, private sector, civil society, donors) relevant to the attainment of the program’s objectives
    Qualifications
  • Advanced University degree (Master’s degree or equivalent) in Social or Political Sciences, Mining Engineering or Geology, Management, Law, or related areas;
  • Good understanding of issues related to the exploitation and trade of mineral resources and Natural Resource Governance;
  • Experience in cooperating with government institutions in the Great Lakes Region;
  • Excellent IT skills (Microsoft Office, Skype, etc.);
  • Open minded, respectful and confident personality in combination with very good negotiation and communication skills;
  • Ability to work in a multicultural team;
  • Languages: fluent oral and written French and English is required. Knowledge of other languages (Arabic, German, Kirundi, Portuguese, or Swahili) is a plus.

  • Planning and organizing - ability to establish priorities and to plan, coordinate and monitor own work plan;
  • Organizational Development - Enhanced expertise with organizational development, preferably with government institutions in the Great Lakes Region;
  • Self-Management – Excellent ability to deliver results independently, on time, and according to highest quality standards;
  • Project management and administration - good research, analytical and problem solving skills including ability to identify and participate in the resolution of issues/problems;
  • Communication - good verbal and written communication skills as well as ability to draft/edit a variety of written reports, studies and other communications in French and English;
  • Technology awareness - fully proficient computer skills and use of relevant software (MSOffice) and other applications;
  • Teamwork - good interpersonal skills, ability to establish and maintain effective partnerships and working relations in a multi-cultural environment with sensitivity and respect for diversity;
  • Travel – willingness to travel frequently within the African Great Lakes Region and internationally, if needed over weekends.
  • Performs other duties and tasks at the request of management
