1.0 Background
The International Land Coalition (ILC) is a global alliance of over 260 Civil Society and Inter-Governmental Organizations in 78 countries. Through the Coalition, members work towards one goal: bringing about people centered land governance. The Mission of ILC is a global alliance of civil society and intergovernmental organizations working together to put people at the center of land governance, while the vision is a just, equitable, and inclusive world in which land rights are secure and poverty is eradicated.
Zambia Land Alliance (ZLA) is a member of the ILC and has been working with sub-national, national, and regional (continental) members to influence land related laws and policies as well as advocating for women’s land rights. ZLA is a network organization, made up of seven (07) national and 48 district members with an interest in land. The organization works through district and national members, and the national office to implement its activities.
ZLA received funding from ILC to conduct a gender audit for the Alliance. The audit and its subsequent recommendations will not only highlight the prevailing weaknesses in promoting gender inclusiveness but enhance ZLA’s commitment to gender equality.
2.0 Consultancy Services
ZLA requires services of a Consultant(s) to conduct a Gender Audit and produce a report.
3.0 Objective of the audit
To conduct a gender audit to assesses the extent to which gender is effectively institutionalized in ZLA.
4.0 Scope of Work
The Consultant is expected to look into, but not limited to the following aspects:
i. To assess the extent of integration of a gender perspective in the policies, strategies, initiatives, documents, budgets and decisions.
ii. To document good practices and identify gaps in gender mainstreaming in ZLA.
iii. Build organizational ownership on gender responsiveness.
iv. To contribute to building a baseline on gender mainstreaming in ZLA.
v. To identify the existence internal practices, policies and related support systems for gender mainstreaming and their effectiveness.
vi. To identify the current challenges and areas of concern in regard to gender mainstreaming.
vii. To formulate the recommendations to ensure ZLA effectively addresses identified gaps.
5.0. Key Questions to be addressed in the Audit
i. How is gender equality perceived within the organization. Is there broad support or internal resistance to the concept?
ii. Do staff feel that gender mainstreaming is a priority for them and for the management?
iii. Do they have the awareness and knowledge to make gender a priority?
iv. Do staff feel they have adequate understanding to address gender (in) equalities in programmes/activities?
v. Do staff feel supported to design programmes that promote gender equality and/or, where appropriate, programmes that target women?
vi. Does the organizational culture, policies, procedures and processes favor or hinder gender mainstreaming? To what extent is gender included in the objectives of policies, programmes, projects or services provided? Is there accountability within the organization for gender mainstreaming?
vii. Are initiatives based on a gender analysis, in order to guarantee that any inequalities between women and men due to their different gender needs and gender roles have been identified and considered?
viii. Are policies, programmes, projects or services provided designed to target women and men equally and in accordance with their gender needs or, where appropriate, target women or men particularly with a view to close gender gaps?
ix. Are indicators and data collection sex disaggregated? Do policies, program, projects or services provided include gender indicators in order to monitor the policy, programme, project or service from a gender perspective? Are there indicators/targets for all gender-related objectives?
x. Do indicators address progress towards increased gender equality and change in social and institutional norms?
xi. Is there a specific budget for activities designed to achieve gender equality?
xii. Is training on gender analysis included in the initiatives to ensure implementers have the appropriate skills?
xiii. Are gender indicators, gender analysis and gender impact assessments used throughout all policy, programme and project cycles?
xiv. What are the accountability mechanisms to achieve gender equality results? Do staff feel they are accountable for reporting results on gender-related objectives?
xv. To what extent are gender challenges addressed in the implementation, monitoring and evaluation of initiatives?
6.0 Expected Outputs
i. Detailed report and power point Presentation of the gender audit report
ii. Gender Audit Corrective Action Plan (CAP)
7.0 Required expertise
i. Minimum qualification of Master’s Degree in Gender studies or any other Social Science relevant to the assignment
ii. At least ten (10) years professional experience in conducting assessments for civil society organisation or public institution. Experience in conducting gender audits is an added advantage.
iii. Excellent working knowledge of English
iv. Strong analytical and reporting writing skills
v. Knowledge of African land issues is an added advantage
8.0 Tendering process
Qualified (individuals or institutions) consultants are invited to submit their proposals consisting of :
i. Cover letter
ii. Technical proposal that elaborates the applicant’s understanding of the context, approach, methodology and timelines of the assignment.
iii. Budget showing clearly the budgeted cost for the work to be conducted by the consultant under the scope of work above
iv. Recent Curriculum vitae including experience in similar assignments and the Lead person plus three (3) professional traceable references of previous clients
v. At least 2 copies of audits / institutional assessment reports undertaken.
