Marie Stopes Zambia hereby invites you to submit a proposal for the procurement of pharmaceutical drugs, medical supplies, and medical equipment- 4 LOT for 24 months as follows:

Lot 1- Pharmaceutical Drugs

Lot 2- Medical Supplies

Lot 3- Medical Equipment

Lot 4- Laboratory Reagents

Bidders may bid on one or all Lots. Bidders must submit a list of at least five contracts it has performed over the last five years providing a similar service.

2. You will submit your offer in hard copy to Marie Stopes Zambia and must duly register the submission at our reception desk.

3. Your Proposals submitted in clearly labeled sealed envelopes should reach the following address no later than 16th November 2023 at 10:00hrs

4. Detailed instructions on sealing, labeling, and submission of the Proposals are provided in the Instruction to Offerors (Section 2). If the envelopes are not labeled as per the instructions, will not assume responsibility for the Proposal’s misplacement or premature opening.

SECTION 2

INSTRUCTION TO OFFERORS

INTRODUCTION

1. General

a)  Marie Stopes Zambia invites proposals from suppliers for the procurement of pharmaceutical drugs, medical supplies, and medical equipment- 4 LOT.

b) The duration of the contract shall be 24 months

c) Offerors must strictly adhere to all the requirements of this ITB: MSZ/003/2023.  No changes, substitutions, or other alterations to the rules and provisions stipulated in this ITB may be made or assumed unless it is instructed or approved in writing by Marie Stopes Zambia in the form of a supplementary note to the ITB.

d) Submission of a proposal will be deemed as an acknowledgment by the Offeror that all obligations stipulated by this ITB will be met and, unless specified otherwise, the Offeror has read, understood, and agreed to all the instructions in this ITB.

e) Marie Stopes Zambia is under no obligation to award a contract to any Offeror because of this ITB.

f) Marie Stopes Zambia implements a policy of zero tolerance on proscribed practices, including fraud, corruption, collusion, and any other unethical practices. Marie Stopes Zambia is committed to preventing, identifying, and addressing all acts of fraud and corrupt practices.

g) Utmost confidentiality is expected from all Bidders. Bidders shall not disclose any information relating to Marie Stopes Zambia to any other party without the prior written consent of Marie Stopes Zambia.

SOLICITATION DOCUMENTS

2. Clarification of solicitation documents

a) The Offerors are expected to examine all corresponding instructions, terms, and specifications contained in the solicitation documents. Failure to comply with these documents will be at the Offeror’s risk and may affect the evaluation of the Bid.

b) A prospective Offeror requiring any clarification of the solicitation documents may contact Marie Stopes Zambia in writing via email. Marie Stopes Zambia shall respond in writing to any request for clarification of the solicitation documents before the deadline for the submission of Proposals/ Bids. Clarification may be sought in writing via email to:

c) Marie Stopes Zambia shall respond in writing via email and will electronically transmit copies of the response (including an explanation of the query but without identifying the source of inquiry) to all Offerors who have confirmed their intention to submit a Proposal / Bid.

d) Marie Stopes Zambia shall endeavor to respond to the requests for clarifications in an expeditious manner, but any delay in such response will not cause an obligation on the part of Marie Stopes Zambia to extend the submission date of the Proposal unless Marie Stopes Zambia deem that such an extension is justified and necessary.

3. Amendment of solicitation documents

At any time before the deadline for submission of Proposals, Marie Stopes Zambia may, for any reason, whether at its initiative or in response to a clarification request, modify the solicitation documents by amendment.

To allow prospective Offerors reasonable time to take the amendments into account in preparing their offers, Marie Stopes Zambia may, at their discretion, extend the deadline for the submission of Proposals.
