Upscaled Primary Health Care Project- Endline Evaluation
Call for Expressions of Interest
The Territorial Head Quarters (THQ) of the Salvation Army in Zambia (TSA Zambia) through the Territorial Commander has commissioned an endline evaluation of the Up-Scaled Primary Health Care Project that was implemented in Chikankata from 2018-2020. An individual Consultant is sought to review performance of the project for a perid of 30 days.
Assignment Objective
The objective of the assignment is to evaluate performance of the project from 2018 to 2020 with specific focus on maternal, child and adolescent health outcomes.
The Consultant will be expected:
• To establish the extent to which the project met its objectives
• To establish the extent to which project outcomes and outputs were achieved
• To assess the contributions that community participation and stakeholder engagement made to the achievement of project objectives
• To assess the extent to which funds were utilised and timeliness of implementing project activities were adhered to
• To identify measures put in place to sustain PHC services at Chikankata Mission and RHCs
• To identify enabling factors and barriers that affected communities’ access to PHC services.
Specific Tasks
• Find out the percentage of children under five years of age who were fully immunized by 23 months after the project was implemented from the baseline percentage estimated at 44%.
• Find out growth faltering percentage for under 5 children after the project was completed from the baseline of 3.3% under- weight children.
• Find out the percentage of women in the child bearing age using modern family planning methods after project implementation from the baseline of 84%.
• Assess availability of youth friendly services at 8 PHC sites
• Find out the contribution that the project made to improving access to safe drinking water sources.
Qualifications and Experience
• Eligible candidates should be Social Scientists with Master’s Degree in Public Health or other related subjects with skills and experience in health related surveys, project management and research.
• He/she should be able to meet tight deadlines, conduct qualitative and quantitative data collection and analysis.
• He/she should possess excellent report writing skills.
