Job Description

Background

The Integrated Nutrition and WASH Activity (INWA) or Gikuriro is a five-year integrated Nutrition and Water Sanitation and Hygiene (WASH) Program funded by USAID. The program is implemented through a consortium of two international agencies, Catholic Relief Services (CRS) who is the prime and a sub-recipient, SNV the Netherlands Development Organization. The primary purpose of Gikuriro is to improve the nutritional status of women of reproductive age and children under five years of age in support of the Government of Rwanda’s (GoR) efforts in 8 districts namely Kicukiro, Nyarugenge, Nyanza, Ruhango, Rwamagana, Kayonza, Ngoma and Nyabihu. Gikuriro implements the Ministry of Health (MoH) two community-based programs; the Community Based Food and Nutrition program (CBF&NP) and the Community-Based Environmental Health Program (CBEHPP) contributing to eliminating malnutrition.

Job Description

The overall responsibility and role of Water Engineer is centered on the following key areas:

  • Assess existing WASH boards and support the process of establishing and proving training and follow up on functioning in Gikuriro Program Districts; review bylaws, SOPs, guidelines for DWASHB in collaboration with MININFRA/ WASAC;
  • Support in development of basic guidelines, SoPs, workflows schemes and Water Safety Plans for water projects in the program districts and provide training on the water supply policy and strategy;
  • Provide training on technical skills of operation and maintenance of community water schemes, management, leadership, at district to cascade to sector levels;
  • Assess non-functionality of existing water supply infrastructures in the Gikuriro project implementation areas and ensure sustainable functionality of rural water supply infrastructure by strengthening operation and maintenance management arrangements at community and scheme levels;
  • Review and validate guideline/SOP for private operators or delegated management model (DMM);
  • Assessment of sub-partners/LCSOs capacity on water supply system including management capabilities;
  • Conduct quarterly joint supportive supervision/coaching of LCSOs on water supply and quality control for water supply construction and water quality at source conscious of insufficient capacities to perform water quality analysis;
  • Support Ministry of Health (MoH) in the finalization of national water quality surveillance strategic plan (at central level) and disseminate in the Gikuriro project sites;
  • Organize and provide training on water quality surveillance and testing for EHOs and water officers at district level and coach water quality testing of existing water sources (to be done by EHO) at source and HH level;
  • Install School rain water harvesting facility in selected 32 schools in eight districts of Gikuriro Program implementation areas;
  • review designs and specifications for water projects carried out SNV in partnership with other entities in light of technical and economic feasibility, cost effectiveness, environmental adaptability and management sustainability;
  • support in capacity building efforts for technical staffs in the sector on design, supervision and management of water schemes;
  • Support the WASH advisors in the overall coordination and management of the various Water Projects; assist in the identification of bottlenecks, opportunities, risks and challenges, and the timely completion of all inputs and outputs, in particular the various water infrastructure design and construction components;
  • Assist in the review of project work plans and individual work programs of partners, contractors, consultancy firms and individual consultants;
  • Support design reviews, construction material survey and assessment of local contractors’ capacities, identification of utilities, etc.
  • Assist in the drafting of sub-contracts with service providers and construction firms and support overall quality control and monitor performance of sub-contractors, service providers, and consultancy firms;
  • Undertake regular visits to water infrastructure project sites, oversee the works and guide the contractors on the activities and works, and provide concrete suggestions for improvement on the same if required;
  • Collaborate with the partners in the review of proposals, plans, designs, budgets, and BoQs for all water infrastructure works components;
  • Ensure systematic and complete filing and archiving of all technical documents, contracts, engineering drawings and reports for water infrastructure development;
  • Work any other technical duties that may be requested by the immediate program manager and/ WASH sector Leader.

Qualifications

Experience

  • Degree in Water Engineering, hydrogeology or related field;
  • Minimum 6 years of experience in the feasibility study and detailed design of water infrastructure, construction, procurement, tendering and working with contractors, and contract management;
  • Additional experience in civil works construction, previous employment by international organizations.

Essential requirements

  • Familiarity with and a good understanding of the social and political dynamics in Rwanda.
  • Good working relationship with key local stakeholders an added advantage.
  • Excellent spoken and written English.
  • Good communication and computer skills, including internet navigation and various MS Office applications (Word, Excel, and Power-point); knowledge of and ability to use specialized water engineering design software (AutoCAD), Water CAD, and other GIS-enabled software is essential.
  • Knowledge in USAID funded project management is a plus.

  • Strong interpersonal and organizational skills;
  • Ability to work under pressure, adapt quickly to new circumstances, work long hours if required;

Desirable qualifications:

  • Have very good time management skills and ability to multi-task and work under time pressure/tight deadlines;
  • Excellent team working, facilitation skills and a proven track record of professionalism and ethical conduct.
