Project Background
The Ministry of Health with support from the World Bank is implementing the Africa CDC Regional Investment Financing Project (ACDCP). The Project will support the development of vital institutional capacities to execute measurable functions at the Africa CDC headquarters in Addis Ababa, the Southern Africa Regional Coordinating Centre (SA-RCC) in Lusaka, the Ethiopian Public Health Institute (EPHI) and the Zambia National Public Health Institute (ZNPHI].
The Project Development Objective (PDO) is to support Africa CDC to strengthen continental and regional infectious disease detection and response Systems
The Zambia chapter of this project seeks to provide institutional strengthening to the Zambia National Public Health Institute (ZNPHI) and support operationalization of the Africa CDC Southern Africa Regional Collaborating Centre (SA-RC based in Lusaka, Zambia. The Project will include the construction, equipping, and staffing of a Biosafety Level 3 B5L-3) National Public Health Reference Laboratory and Office Complex that will serve as a Regional Centre of Excellence and provide additional capacity to support the Southern Africa region. The project will be implemented by Ministry of Health through Zambia National Health Institute of Public Health (ZNPHI)
Applications are invited from suitably qualified and experienced candidates to fill the following position under the ACDCP
Position: Architect (1 Post)
(a) Duty Station: Zambia National Public Health Institute, Lusaka
(b) Reports to: Project Coordinator - ACDCP
Objectives of the Assignment
Lead and develop projects from early concept through design development. Prepare drawings. Specifications, and construction documents. Design and document commercial and industrial building projects. Consult with clients to determine their requirements The Architect will primarily be responsible for implementation of the approved Quality Assurance and Management Plan for Works, from Design Stage, Construction Stage until Project Completion Stage to ensure adherence to set standards and Quality Developing all architectural drawing in conformity with international standards Ensure buildings style, safety and sustainability (as RIBA requires) Provide advice on architectural activities
The Critical Responsibilities of the Architect Will Include:
• Provide guidance to the ZNPHI and on design, costing and supervision of the construction project
• Supervision of construction works and construction contracts)
• Managing and coordination of other technical disciplines that are part of the construction project
• Manage the financial and material resources under him/her for effective and efficient implementation of the Quality Management Plan regarding Architectural components of the Project from Project Inception to Completion
• Manage and coordinate the timely monitoring and evaluation of Project strategies regarding quality in order to assess key performance indicators and facilitate informed decision making
• Coordinate the maintenance and security of all Project documents and records pertaining to assessments of the quality of Project from Inception to completion
• Participate in technical meetings as may be required.
• Ensuring that the Quality Assurance plan is adhered to and ensuring that processes and procedures are met, and the Project is delivered to meet or exceed established quality standards.
• Perform any other tasks as delegated and required by the Project Coordinator
Main Duties/Accountabilities
• Develop Quality Assurance and Management Plan for Works
• Coordinate timely implementation of all aspects from Design Stage, Construction stage until completion of the works
• Evaluate construction project strategies in relation to key performance indicators and facilitate informed decision making by the ZNPH/MOH
• Monitoring and Evaluation Function: Ensure that the M&E function is effectively executed by undertaking monitoring of the Works and preparation of monthly reports as per reporting requirement
• Yearly Work Plan: Draw up and update the annual work plan to clearly show delivery of projected outputs
• Monitor and track the level of compliance against the scheduled tasks and activities
• Develop and maintain a detailed project schedule which includes Tasks performed every month
• Ensure timely administration of project agreements including budget adjustments, amendments and drafting official correspondence to the World Bank
• Develop and deliver progress reports, relevant project documentation, and presentations
• Manage and coordinate the timely collection, reporting analysis and utilization of data in order to improve the quality of the Works
• Conduct project post reviews and create a recommendations report in order to identity successful and unsuccessful project elements regarding Quality of the Works
• Coordinate meetings and consultations with contractors, quality assurance team, and other stakeholders
• Participate in technical meetings as may be required and collaborate with relevant stakeholders.
• Undertake any other tasks as assigned by the ACDCP Project Coordinator
Contract Duration
This is a full-time position. The service is initially for a period of 2 years, subject to extension based on satisfactory performance for the duration of the Project
Qualifications and Skills
• Bachelor's Degree in Architecture
• Registered with Zambia Institute of Architects
• A Master's Degree will be an added advantage
• Minimum of Seven (7) years Professional experience
• Excellent communication skills (both written and oral) in English
• Budgeting and forecasting skills
• Proficiency in use of general computing applications such as MS Excel, Word, Power point
• Proficiency in use of Architectural/engineering applications such as AutoCAD
Demonstrable Skills and Competencies:
• A team player with strong interpersonal communication skills, relationship building and networking skills
• Have a demonstrated high level of organizational, construction inspection, and record keeping skills with an ability to undertake frequent visits to the Construction Site:
• He/she shall be familiar with civil works contract procedures regarding adherence to quality and must have experience in contract management of Complex projects
• Strong analytical skills with an ability to evaluate and propose strategic options
• Ability to multi-task (prioritize, organize, schedule work)
• Ability to think critically and strategically in difficult conditions to diplomatically challenge the status quo and encourage shared ownership of outcomes
• Commitment to ensuring that knowledge transfer and capacity building is central in the work
• Ability to work under pressure and meet tight deadlines
