How can you make a difference?
Under the day to day supervision of the Immunisation Specialist, the polio OBR Administrative and Financial Management consultant/contractor will provide administrative, financial management and operational coordination support to Health Section, Immunisation Team and Admin & Finance Team to accelerate the planning and implementation of polio Supplementary Immunisation Activities (SIA) in terms of programme and financial management, administrative management and operational coordination with PHDs and DHDs related to DCTs, staff travel, logistics management, service delivery, and financial management, reporting and liquidation of polio funds.
Tasks/functions
• Assist in coordinating and managing the staff travel, accommodation and transportation including arranging security briefing, organising communication equipment, and help liaising with the implementing partners related to polio SIAs campaigns and other activities.
• Assist in preparing budget, financial planning, preparing FACE form, fund disbursement (DCTs) and follow-up with MoH, PHDs and DHDs related to polio SIAs.
• Assist and follow-up with PHDs and DHDs to collect and prepare the expenditure report and preparing the acquittals for financial reporting on polio outbreak response activities.
• Assist and follow-up with PHDs and DHDs to prepare and submit reports and documents related to outbreak response activities.
• Prepare and submit the final report on the progress and challenges of administrative and financial management support to SIAs.

The consultant must possess the following:
• Professional certificate and/or degree in Finance, Accounting, Business Administration, Management, or any other relevant field of Social Sciences disciplines.
• Two years of relevant professional work experience with both national and international work experience in office management, administration, finance, accounting, and human resources or any other relevant function.
• Working experience with NGOs, and/or UN and other relevant agencies is an asset
• Experience on humanitarian interventions in health is an asset
• Ability to work under tight schedule and respond to multiple demands
• Good analytical and computer skills
• Demonstrable experience in emergencies, and administrative services in health sector, as well as epidemic preparedness and response
• Willingness to join missions in hard-to-reach areas.
• Fluency in English and local language

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
