We are also scaling up our reach to more parts of the country given the growing partnerships and grants portfolio. We are looking for an enthusiastic and motivated person for the below position:

Project Manager-Education and ECD Project

Purpose:

The Project Manager will provide overall management and supervision of the Education and ECD project activities in liaison with other project staff and the target beneficiaries to ensure that the project’s objectivities and results are achieved in a timely manner and according to the agreed standards in the project framework and in the grant agreement document. The Project Manager will be accountable for planning, implementing, monitoring and quality assurance of the inclusive education and Early childhood component within the Plan Rwanda Education and ECCD Country Program with a focus on ensuring equitable learning opportunities and outcomes for most vulnerable children.

Dimensions of Role:

The post holder reports directly to the Education and ECCD program Manager. S/he ensures that all project activities are rights-based Child Centered Community Development. S/he oversees the management and implementation of all Project activities and ensures the quality of monitoring & evaluation as well as reporting in collaboration with the PSM, the Business Development Manager, Communication and Advocacy Manager, other Program staff. In addition, s/he assists the field officers in matters related to Sexual Reproductive Health and Rights (SRHR).

The incumbent is a member of various thematic networks and participates to the development of various reports including media reports at country, regional and global levels.

She/He will be based at County Office- Kigali, Rwanda.

Key End Results and typical Responsibilities

  • Ensure that project implementation is following the original plan or in accordance with the changes made and communicated during the course of the project implementation
  • Oversee the project design, implementation, monitoring and evaluation of Education and ECCD project to ensure that CCCD Program Quality Policy and Procedures are implemented.
  • Oversee the Education and ECCD project budgets, grants requirements and expenditures to ensure their alignment with the required standards and norms
  • Ascertain that Program Quality Policy and procedures are included in project management, ensuring their mainstreaming in programming
  • Conduct training to staff, partner including communities and children/youth, and duty bearers on child protection, inclusive education and Early Childhood Development (ECD).
  • Produce briefings and reports related data/information in SAP system, including ensuring financial reporting is done as per agreed schedule and requirement to show projects progress and impact under his portfolio;
  • Writing of narrative project progress reports, as per agreed reporting schedule and requirement
  • Managing risks and issues that might occur in the lifetime of the project in collaboration with relevant colleagues and stakeholders.
  • With the support of PSM and the Business Development Manager, design innovative projects and scale up Education and ECCD to increase local and external income as well as to reach more vulnerable children/youth
  • Collect, in collaboration with the Monitoring and Evaluation Manager, diverse data and evidence to influencing issues

Application of knowledge required for the role, complexity of problems handled & the degree of investigation, analysis, & creative thinking required to solve them.

The position involves a much degree of complexity:

  • She/he takes decisions such as the type and appropriate capacity building needed for different groups and also filters information to share at a different level. Even though the incumbent duties are checked by his/her supervisor, an error of judgment in developing a strategy or incorrect analysis of a specific situation could jeopardize Plan reputation within the country. In addition, there is the consistent pressure of work from different levels of the organization and within communities.
  • Therefore, the post holder will demonstrate the ability to problem-solving, thinking strategically while introducing new initiatives or strategy, and in communication and facilitation to meet the demands of a dynamic and sometimes unpredictable operating environment.
  • The post holder supports the Project officers and other project staff in defining influencing issues to ensure high quality and impact of interventions. This will encompass strengthening accountability, planning, management, adherence to policies and procedures, and promoting a culture for delivery of results, both short and long-term. She/he will have financial approval authorization.

Communications and Working Relationships:

Working contacts inside and outside the organization; include the purpose and level (high, medium, low) of the contact

Internal to Plan International Rwanda (supervision, sharing; management of the program; coaching);

  • Work closely with Program Support Manager in term of the project management - High
  • Work closely with the Program Manager for Education and ECD - high
  • Work closely with other Program/project managers, Project coordinators, and the Monitoring and Evaluation in designing comprehensive projects; and implementing campaigns - Medium
  • Work with the communication person for media and publication on the project visibility - - Medium
  • Work with Program Unit/ Area Managers in supporting the implementation of the project - Medium
  • Work with the resource mobilization staff in mapping donors in the fields of Education and ECCD towards mobilizing diverse resources – Medium
  • Support capacity building of frontline staff through Project Coordinator- Medium
  • External (sharing; learning; best practices; contribution to initiative/research...)
  • Liaise with external stakeholders within the country and Plan regional and national offices on child rights and advocacy matters - Medium
  • Exchange with GNO on reporting of progress, monitoring, and consult about major challenges and proposed changes.
