Role Purpose:
The RCCE Coordinator –COVID -19 vaccine demand Creation will support the Country Office’s Programme team in the areas of Risk Communication and Community Engagement (RCCE) and demand creation for the COVID-19 vaccine, and ensure that Save the Children’s RCCE work contributes to increased demand and uptake of the COVID-19 vaccine in Kaoma and Mongu districts of Western province. She/he will provide leadership for coordination with other SCI projects and local partners in the development of district and community RCCE workplan and implementation of RCCE activities on COVID-19 vaccine demand creation in the two districts of Western province in order to increase demand and uptake of COVID-19 vaccination. He/she will represent the SCI RCCE team at various provincial and district technical working groups and committees, ensure deliverables on RCCE are implemented according to the set work plan, and best practices and key lessons learned are captured. On a day-to-day basis, he/she will work under the direction of the Technical Specialist –Health and Nutrition.
The RCCE Coordinator will work closely with Save the Children’s projects in Western province, Provincial Health office, District Health offices, District Education Board Secretary (DEBS)’s office, Local leadership and Strategic partners such as World Vision Zambia and Zambia Centre for Communication Programme (ZCCP) in demand creation for the COVID-19 vaccine.
The RCCE Coordinator will be based at SCI’s Regional office in Mongu and will provide direct technical support to District health office teams in planning, implementation and monitoring of RCCE activities on demand creation for the COVID-19 vaccine. The RCCE Coordinator will ensure the quality implementation of RCCE activities on COVID-19 vaccine demand creation, use of evidence based approaches to increase demand and uptake of the COVID-19 vaccine, and documentation of implementation activities. The RCCE Coordinator will ensure program deliverables are achieved in a timely manner, as consistent with the Project’s work plan. The RCCE Coordinator will also ensure key lessons learned and best practices are captured and documented.

Key Areas Of Accountability:
Technical Leadership
• Foster and establish productive working relationship with DHO staff.
• Provide technical oversight, strategic direction, coordination, and support to the implementation of RCCE activities on Demand creation for the COVID-19 vaccine
• Convene RCCE meetings, ensuring effective collaboration and coordination with strategic partners
• Support District Health offices and DEBs to increase demand and uptake for the COVID-19 vaccine.
• Support the District Health offices to develop, adapt, and review COVID-19 SBCCs materials such as Leaflets, Posters and job aids, and training materials and other community engagement tools for program implementation.
• Provide leadership for capacity building of frontline health workers, community leaders, and Peer educators in community engagement approaches such as Save the Children’s Step by Step approach
• Keep updated a repository of approved resources that can be shared with other partners
• Effectively managing relationships of MoH and partners
• Conduct supportive supervisory visits to community structures and ensure that all SBCC methodologies incorporates two way communication between health promoters and community members.
• Identify and document program successes, best practices, challenges and lessons learnt
• Support MOH to manage changes during implementation of RCCE activities in line with project requirements.
• Management
• Contribute to the analysis, synthesis, and reporting of program outputs and results in close collaboration with the M&E team, and ensure incorporation of lessons-learned into ongoing implementation;
• Submit routine reports for the two districts in line with project’s reporting requirements.
• Coordinate with other consortium partners such as ZCCP in the implementation of activities in the two district.
• Represent SCI at GRZ, MOH and other relevant stakeholder meetings at Provincial and District level, as may be appropriate
• The post holder may be required to carry out additional duties within reasonableness of their level of skills and experience.

Qualifications and Experience
• Degree in Social Sciences, Public Health, Nursing or other related Health degree
• Post graduate qualification in Communication for development, Public Health or related field will be an added advantage
• Minimum of 5 -7 years of experience in a Social Behaviorial Change Communication programming, Coordination, planning, implementation, and monitoring and evaluation
• Previous working relationships within donor funded programs and with key multilateral agencies, and bilateral donors;
• Demonstrated ability to work within a multi-faceted health development program in collaboration with MOH personnel at provincial, district and health facility levels, and local partners;
• A demonstrated track record in community engagement approaches and Participatory methodologies, training and development of community bulletins;
• Familiarity with evidence-based COVID-19 vaccine RCCE interventions and best practices for vaccine demand creation that are the focus of this project;
• Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform;
• Ability to work independently and also as a team leader/member with diverse team of partners and counterparts;
• Excellent interpersonal and communication skills (oral, written and presentation);
• Excellent computer skills and experience working with Microsoft Office applications;
• English fluency (verbal and written) required;
• Proven leadership, strategic thinking, organizational, team-building, and representational skills.
• Strong knowledge of the Zambian health system.
• Previous experience working in Western Province
