BACKGROUND
The Zambia National Farmers’ Union (ZNFU) is a membership-based organization that operates in the agricultural sector with its head office situated in the Showgrounds in Lusaka province. The Union desires to engage a procurement consultant that will help ensure that it procures goods, works and services effectively and efficiently.
SCOPE OF WORKS
The procurement consultant will be required from time to time to professionally preside over the Union’s procurement activities and provide the following services:
i. Provide guidance on the most appropriate procurement approach to use for any procurement of the Union.
ii. Prepare any procurement documents that may be required to facilitate procurement of goods, works and services.
iii. Using appropriate procurement methods, help the Union procure in a cost-efficient manner but ensuring the high quality of each individual item procured from reputable suppliers.
iv. Guide the Union on how best to identify reputable suppliers of various goods and services that can participate in tenders floated by the Union to ensure value for money.
v. Assist the Union domesticate best procurement practices including setting of thresholds for authorization.
vi. Render any other service that may be necessary in the professional procurement of goods and services.
QUALIFICATIONS
The consultant must be qualified to provide the required service and duly registered with the Zambia Institute of Purchasing and Supply. The procurement consultant must have a minimum of 7 years’ experience.
PAYMENT TERMS
The bidder is required to include a schedule showing their proposed billing or fee structure for any procurement assignment undertaken.
CONTRACT PERIOD
The contract will be for an initial period of two (2) years.
REFERENCE OF SIMILAR ASSIGNMENTS
The procurement consultant is required to submit at least three references comprised of clients where they have rendered a similar service within the last five (5) years.
LANGUAGE OF BID DOCUMENT
The language of the bid document should be English.
