Title: Training of Local Civil Society Organisations in Chifunabuli, Kafue, Kasama, Lunte and Nakonde.

Purpose of assignment: Design and deliver a training for local civil society organisations on how to effectively engage with local authorities.

1. BACKGROUND
The Partnerships for Municipal Innovation – Women in Local Leadership (PMI-WILL) is a $27,610,160 project with a financial contribution of $26 million from Global Affairs Canada (GAC) and $1,610,160 of in-kind contributions from the Federation of Canadian Municipalities (FCM). PMI-WILL is designed to bring about enhanced enjoyment of rights for women and girls in Benin, Cambodia, Ghana, Sri Lanka, and Zambia. To bring about this ultimate outcome, the project will seek to achieve the following intermediate and immediate outcomes:
Intermediate outcome 1000: increased participation of women, particularly those from marginalised groups, as leaders and decision-makers in local governance.
Intermediate outcome 2000: increased capacity of local authorities to deliver inclusive, gender responsive municipal services.
FCM will engage with a network of stakeholders in each country and benefit from the contributions of Canadian municipal volunteers. Key interlocutors in each country include Local Government Associations (LGAs), Local Authorities/Councils and Civil Society Organizations (CSOs) that work directly on gender or women’s affairs, political parties, and national authorities including ministries responsible for local government, gender, women’s affairs, and local government training institutes.
In Zambia, PMI-WILL project is being implemented in partnership with LGAZ. Key institutional stakeholders in the country include the Ministry of Local Government and Rural Development, Gender Division under Cabinet Office, selected Local Authorities, Civil Society Organizations (CSOs) and Women’s Rights Organizations (WROs).
Local authorities have significant impact on the quality of life of women and girls through the delivery of basic services such as clean drinking water, sanitation, public health, local economic development as well as the protection of human rights and security. By being more inclusive and gender-responsive, local authorities are better placed to reach out and serve marginalised individuals and groups and equally respond to the needs of women and girls that are distinct from those of men and boys. Inclusive, gender-responsive local governance entails substantive representation of women and marginalised groups such as persons with disabilities (PWD) and young people in decision-making, and enhanced response to the specific needs of women and marginalised communities in the delivery of municipal services.
PMI-WILL is aiming to strengthen the capacities of effectiveness of selected five (5) local authorities (Chifunabuli, Kafue, Kasama, Lunte and Nakonde Councils) in delivering inclusive, gender responsive services. This also involves strengthening the capacities of Ward Development Committees (WDCs) and community-based civil society organizations (CSOs) to effectively engage with local authorities and actively contribute to local governance. The project will support each local authority, in collaboration with service users and community-based organizations, especially women’s groups, to assess its services, develop municipal service delivery improvement plans and pilot initiatives that make priority services more responsive to the needs of women and marginalised groups.
2. PURPOSE OF THE ASSIGNMENT
This assignment involves designing and delivering a 2-day training for local civil society organisations on how to effectively engage with local authorities. This will be an in-person training targeting 50 CSOs based in selected five districts: Chifunabuli, Kafue, Kasama, Lunte and Nakonde districts. It is based on the following themes:
a) Understanding Local Government in Zambia
– Definition (General perspective)
– Why local government? (General perspective)
– Zambia’s local government system (includes legal and administrative frameworks).
b)The Role of Local Government
-The role of Councillors
-The role of WDCs
-The constitutional mandate of local authorities in Zambia (Service Delivery).
c) Inclusive, Gender Responsive Local Government
– Gender Equality & Social Inclusion
– Human Rights Based Approach
– Female Representation
– Service Delivery (GESI considerations in planning & delivery of services)
– Gender Responsive Budgeting
– Social Accountability
d) Approaches: Engagement with LG Authorities and Marginalised Groups
– Inclusive public consultations: Community Assemblies/Town Hall Meeting
– Participatory Planning & Budgeting
– Community Dialogue Meetings
– Advisory Committees
– Municipal budget tracking
– Full Council Meetings.
e) Tools for CSO & Community Engagement with Local Government
– How to use a Community Score Card to track and identify gaps in service delivery
– Mechanisms for prioritization of community projects.
f) CSO Networking and Advocacy
– Collective action among CSOs

– Advocacy around GESI & decentralisation
3. APPROACH
For training purposes, the target districts and CSOs have been organised in two clusters as follows:

A Training of Trainers (ToT) approach will be taken as participants will be engaged to extend the training to Ward Development Committees (WDCs) in the five districts.
4.SCOPE OF WORK
The consultant is expected to fulfill the following specific tasks:
a) Develop an appropriate training methodology with clearly defined outcomes and strategies for each session.
b) Develop clear, concise training materials covering all the themes outlined above.
c) Create and distribute pre-training and post training assessments to gauge participant’s understanding.
d) Facilitate a 2-day training based on a prescribed clustered approach.
e) Prepare a training report. This will include recommendations to inform future capacity building efforts and structured engagements with local authorities.
5. KEY DELIVERABLES AND LEVEL OF EFFORT
The following table summarizes the main expected deliverables and indicative working days to be invested by the Consultant.

6. FINANCIAL REQUIREMENTS
Applicants are required to indicate the consultancy fee per day (in Zambian Kwacha, inclusive of Withholding Tax). Please note that logistics related to the assignment, including printing, travel and accommodation expenses do not need to be costed as these are covered by the project.
7. MINIMUM QUALIFICATIONS
The consultant is expected to possess the following:
a) A postgraduate qualification in a relevant field. An undergraduate qualification in combination with five (5) additional years of post-qualifying work experience may also be accepted.
b) Professional training or work experience in gender equality and social inclusion is added advantage.
c) Professional work experience in development. humanitarian or advocacy work around gender equality, women’s rights, and governance.
d) Demonstrated ability to provide capacity building in the prescribed thematic areas.
e) Proven experience in building capacities of diverse groups using adult teaching and participatory methods.
f) Experience in capacity development of public institutions or civil society organizations is an asset.
g) Excellent communication and interpersonal skills. Knowledge of local languages (Bemba and Nyanja) is an added advantage.
h) In-depth understanding of the context in Zambia with specific focus on local government and the legal and administrative frameworks.
8.EVALUATION CRITERIA
Applicants will be evaluated based on the technical and financial criteria that combines the following aspects:
a) Professional qualification and experience (40 points).
b) Evidence of successful delivery of a similar assignment (30 points),
c) A tentative training methodology (20 points).
d) Daily consultancy fee in local currency (10 points).
