Description of the Works

• Construction, Rehabilitation and Upgrading of Main Sewer Collectors from DN350 to DN1.500 with a total length of up to 25 km
• Rehabilitation and upgrading of five (5) Sewage Pump Stations in Lusaka, Construction of sewer Collection System Extension from DN160 to DN600 with a total length of over 70 km and the possible construction of small Sewage Lifting Stations, and Construction of office buildings Zambia following the FIDIC Red Book form of contracting, which is expected to require approximately 24 months construction plus 12 months Defects Notification Period (DNP).
• The Works will include earthworks, civil, mechanical and electrical and building components.

Qualification Criteria

The following qualification criteria will be applied to applicants.

Economic and Financial Capacity

• The annual turnover (individual company or consortium overall) of the applicant must be of at least EUR 15,000,000 for each of any three (3) of the last five (5) years for which accounts have been closed. In the case of a Joint Venture or Consortium, one Member shall meet at least 60% of this criteria and all Members shall meet at least 25% of this criteria
• Current ratio (current assets/current liabilities) of the Applicant in the last 2 years for which accounts have been closed must be at least 1. 1. In the case of a JV/Consortium this criterion must be fulfilled by the JV/Consortium jointly, provided that all members of the JV/Consortium shall have a current ratio of at least 0.9.

Professional capacity of candidate

The number of the Permanent Professional staff of the applicant (individual company or consortium overall) currently working in fields related to this contract must be at least 15 for each of the last three (3)years (2019,2020,2021).

 Tec I. General Construction Experience: The applicant (individual company, JV or consortium) has substantially completed during the last 10 years (Taking Over Certificate issued by the client at any time during the period from January 2011 up to the deadline of submission of applications as indicated below), at least 3 projects with a total contract price of EUR 15 million each or more, or 2 projects with a total contract price of EUR 20 million each. ii. Specific Construction Experience - Sewerage Systems: The applicant (individual company, JV or consortium) has substantially completed during the last 10 years (Taking Over Certificate issued by the client at any time during the period from January 2011 up to the deadline of submission of applications as indicated below). at least 2 projects based on FIDIC contract conditions (or equivalent) that included at least 20 km sewerage main collectors with DN600 to DN900 each and 40 km secondary sewerage system with minimum DN150 to DN600 each.

II.      Specific Construction Experience - Sewerage Systems: The applicant individual

III.     company, JV or consortium) has substantially completed during the last 10 years (Taking Over Certificate issued by the client at any time during the period from January 2011 up to the deadline of submission of applications as indicated below), at least 2 projects based on FIDIC contract conditions (or equivalent) that included at least 20 km sewerage main collectors with DN600 to DN900 each and 40 km secondary sewerage system with minimum DN150 to DN600 each.

IV.     Specific Construction Experience - Sewerage Pumping Stations: The applicant

V.      (individual company, JV or consortium altogether) has substantially completed during the last 10 years (Taking Over Certificate issued by the client at any time during the period from January 2011 up to the deadline of submission of applications as indicated below), at least 2 projects that included a sewerage pumping station with capacity of at least 100 l/s.

VI.     At least one (1) of the reference projects in in C(i), (ii) or (iii) above must have been

VII.   a project with significant Environmental & Social and Health and Safety impacts, which required the development/customization and implementation of project specific Environmental and Social and Health and Safety Management Plans.(ESMP and HSMP to be included in the application)

At least one (1) of the reference projects Cli), (ii) or (iii) must have been accomplished in a country with a low-income or lower-middle income economy as listed by the World Bank at the time the project was completed.
