INTRODUCTION:
Akros is requesting proposals for the provision of vehicle hire services for field activities between June 15th and December 31st 2023.

Akros is seeking to identify and register vendors who will be preferred Vehicle hire vendors who will provide a service as and when required; subject to the terms and conditions specified below:

SPECIFICATIONS:
1. TYPES OF VEHICLES;
1. Akros will require vehicles with 4X4 capabilities, suitable for rough terrain. Please include the following information in your proposal:
2. Total number of fleet vehicles that meet Akros’ specifications

Age of fleet
1. Validity of Insurance and fitness
2. Proof of ownership of fleet

Whether each vehicle is diesel or petrol (Diesel vehicles preferred)

2. HIRE RATE
1. The Daily rate should be split between the elements that relates to the vehicle and element that relates to the driver allowance. All rates should be inclusive of VAT
2. Rates should be effective from 11th June 2023.
3. The pricing should be competitive
4. Pricing should include pick up and drop off
1. Specify whether the rate is limited or unlimited mileage

3. DRIVER
1. Sober and reliable
2. With at least 3 or more years driving experience preferably long distances
3. With a clean valid Zambian Drivers license
4. Akros to have the right to request or refuse the use of a driver based on competence or conduct

4. LOCATION
The starting location for Akros’ trips will be from Akros office in Lusaka (No. 45A Roan Road, Kabulonga, Lusaka).
From time to time Akros may require a vehicle from a location outside of Lusaka. Please indicate all locations from which you could provide vehicle services.

5. INVOICING AND PAYMENT;
Akros’ preference for invoicing will be conducted at the end of each calendar month for the activity in that month, and payment will be due days later by electronic transfer

If the above terms are not acceptable, please indicate:
1. How often you will invoice
2. Terms and conditions from date of invoice
3. Whether or not you have the capacity to receive transfers electronically

6. OTHERS
1. Evidence of servicing of vehicles at a minimum of every 5,000km is required prior to trip
2. Provide details in the proposal of remedial action should one of your vehicles breakdown in the field
3. Log sheet for our staff to sign during trip which should indicate name of traveler and district travelled to
4. Summary log report required at the end of the trip indicating vehicle mileage at start and end of trip, details of each fueling (including quantity of liters, location of refueling and mileage at time of refueling)
5. Vehicle to come with a full tank of fuel and to be returned with a full tank

6. COMPLIANCE TO AKROS POLICIES
It is Akros policy to ensure that suppliers of services are compliant to certain mandatory policies in upholding human rights. In this context, all car hire services for Akros shall comply and show affirmative evidence to adherence to the following policies:
1. Sexual Harassment Policy
2. Anti-Human Trafficking Compliance Policy
3. Child and Forced Labour Policy

7. PROPOSAL GUIDELINES AND REQUIREMENTS:
GENERAL
1. All proposals must be electronically submitted to the e-mail info@akros.com no later than 17:00 hrs CAT on 8th June 2023. No late submission will be accepted.
2. This is an open and competitive bidding process
3. Provisions of this RFP and the successful responses are considered available for inclusion in final contractual obligations
4. All vendors should provide the name and full contract details of their primary point of contact with their proposal

PROPOSAL CONTENTS
All proposals must contain the following to be considered:
Timeline: Please provide an estimate of how soon the terms and conditions could be put into practice

Cost proposal: The cost proposal must be provided in the following table format;
1. Current Location of Vehicle
2. Vehicle Type
3. Number of Vehicles in the Fleet
4. Daily Cost per Hire for Vehicles only (ZMW, VAT inclusive)
5. Daily Cost of Driver per Hire
6. Total Daily cost of Hire for Vehicles and Drivers (ZMW, VAT Inclusive)

EVALUATION CRITERIA
Akros will evaluate each proposal against the following principles
1. Cost Proposal (Competitiveness)
2. Availability and reliability
3. Suitability of vehicles for tough /rough terrain
4. Turnaround in the event of a breakdown in the field

The shortlisted vendors will be required to present a sample of the vehicles to the Akros team prior to conclusion of bidding process. The decision of the reviewing committee will be final.
