Project summary
• The Centre for Infectious Disease Research in Zambia (CIDRZ) and Development Aid from People to People in Zambia (DAPP Zambia) as sub-grantee will support the Zambia Defense Force Medical Services (DFMS) to reach sustainable control of the HIV epidemic through the lens of strategic global policies and targets.
• The program goal is to support the Zambian Defense Force (DFZ) to reach sustainable control of the HIV epidemic in the military by building the technical capacity of the DFMS health systems to implement a person-centered HIV prevention, care and treatment program aligned with national guidelines and PEPFAR’s Vision 2025.
Location
• Health facilities in selected defense force medical facilities in any of the following districts: Chipata, Katete, Lundazi, Kabwe, Kaoma, Mkushi, Kasama, Mansa, Mbala, Mpika, Kafue, Chilanga, Choma, Chongwe, Livingstone, Lusaka, Kalumbila, Kitwe, Mufulira, Ndola or Solwezi
Job summary
• Reports to Medical Officer. The incumbent will work collaboratively with defense health facility staff to provide direct prevention, testing, treatment and care, STIs and TB services across the DHAPP supported facilities.
Main duties
• The incumbent may act as facility coordinator, ensuring smooth execution of ART duties in all departments, this includes ensuring HIV retest for negative PBFW, cohort monitoring and completion, scale up PrEP delivery for eligible clients in MCH, etc.
• Supervises all pediatric and youth ART services, including KYCS+, ensuring high VLC among pediatric clients.
• Ensures high linkage to care for all TB clients diagnosed with HIV.
• Identifies, manages and reports all clients with AHD.
• Participates in day-to-day running of the HIV/AIDS clinics at supported health facilities
• including daily enrollment of all newly identified HIV positive clients including pregnant and
• breastfeeding women, children, adolescents and adults.
• Works with health facility staff and project seconded staff or volunteers to strengthen targeted
• HIV eligibility screening at all facility entry points and testing children, adolescents and
• adults eligible for the HIV test.
• Performs daily reviews of all HTS services data tools both at facility and from outreaches to track all new HIV positive clients in collaboration with community linkages structures and ensures their enrollment into care and on ART to completion.
• Supports implementation of the Differentiated Service delivery models for HIV Care and
• treatment in the districts/health facilities under his/her jurisdiction
• Leads in routine assessment and identification of capacity building and service delivery needs
• for ensuring quality services across the continuum of the HIV response.
• Participates in capacity enhancement activities including organizing tailored site mentorships
• to address performance and quality gaps, in accordance with project, cluster and district-
• specific weekly, monthly and quarterly implementation plans.
• Participates in support supervision, mentoring and coaching activities using the Quality
• Improvement approach in line with the national quality improvement framework.
• Closely works with the facility to ensure that weekly, monthly and quarterly results are
• reported as per MoH, project and donor reporting guidelines, including ensuring quality of
• HIV data.
• Ensures the project’s facility HIV/AIDS support for activities is well coordinated and
• demonstrate results towards set targets.
• In collaboration with supported facility staffs, monitor and support attainment of HIV Care
• enrolment, Care & Treatment Performance targets for Pregnant and breastfeeding women,
• and Pediatric, adolescents and adults population as per the national guidelines.
• Works with other facilities, and project staff to plan and implement quality improvement activities to improve HIV testing outputs, enrollment into care and on ART, clinical and
• laboratory services monitoring aimed at improved delivery of high quality HIV continuum of
• services for pregnant and breastfeeding woman, children, adolescents and adults.
• Supports facility in targeted network in forecasting, quantifying and requisitioning adequate
• commodities to support the HIV care and treatment continuum including ARVs, HIV test kits,
• viral load kits and advance HIV disease management commodities.
• Participates in performance review mechanisms at facility or network level.
Qualifications
• Diploma in Clinical Medicine with experience in ART clinical services delivery (a degree is an added advantage)
• Additional training in HIV/AIDS clinical management
• Knowledge in HIV/AIDS clinical management, including the current national guidelines for
• HIV prevention, care and treatment.
• At least 2 years’ experience in managing HIV/AIDS services in clinical settings.
• Willingness to work in rural settings.
