ICAP seeks to recruit for the following positions in Zambia
5. Position Title: District Monitoring and Evaluation Manager (15)
Reports to: Regional Medical Advisor/Regional M&E Manager
Location: Various districts in Western and Southern provinces
Position Summary
The Monitoring and Evaluation (M&E) Managers will support monitoring and evaluation as well as data management systems and activities to strengthen HIV/TB prevention, care and treatment in supported districts in Western and Southern provinces in Zambia. They will liaise closely with the DHIO at the District Health Offices within their provinces.
Major Responsibly
• Support and contribute to the strengthening of the M&E and data management systems at DHO and assigned zones
• Provide training in the use of M & E tools, logbooks, clinical files and reporting forms
• Provides ongoing mentoring to DHO and zonal staff in monitoring the appropriate use of register books, clinical files to identify defaulting patients for pick up or consultations, LTFU, eligibility to initiate ART, eligibility for VL testing, partners eligible for HIV testing and patients requiring TB screening
• Provides support to DHO and zonal staff in data collection and reporting procedures, completeness of registers/logbooks and clinical files, and maintenance of up-to-date clinical charts/archives
• Review progress towards targets on key indicators that require remediation
• Encourage the use of data through a detailed review in specific program areas or process indicators
• Conduct triangulation of weekly/monthly data between various data reports
• Conduct ongoing data quality assurance (DQA) activities
• Where SmartCare exists, provide TA to ensure that all patient records are up to date in SmartCare and SmartCare is used for routine monthly reports
• Where there is no SmartCare, provide TA to ensure that paper-based data systems are utilized for patient management and reporting
Qualifications
• Minimum University Degree in epidemiology, demography, public health, humanities or related social science discipline
Experience And Skills Required
• Minimum 5 years of relevant experience working in M&E in the health sector in Zambia.
• Experience working with CDC, PEPFAR, U.S. Government or other bi-lateral donors preferable, with strong familiarity with CDC reporting requirements.
• Experience in the use of SmartCare electronic information system.
• Experience working with Statistical packages and Excel for data visualization and management.
• Experience in conducting data quality assurance (DQA) activities.
• Strong data management and analysis skills are required.
• Proven ability to strengthen the M&E and data management systems at facility and district levels.
• Strong data management and analysis skills, and advanced knowledge of electronic health information systems and deployment of database systems for health systems monitoring.
• Excellent verbal and written communication skills required.
• Experience working in donor funded projects a Plus
