JSH is implementing the USAID Controlling HIV Epidemic for Key and Underserved Populations
(CHEKUPII) Activity which was awarded on September 13, 2022, with implementation through September 6, 2027. The Activity aims to support the Ministry of Health in mitigating against and attaining HIV epidemic control by increasing equitable access to, and use of person-centered, community-driven, and high-quality HIV prevention services for key and underserved (priority) populations. USAID CHEKUP II Activity operates in seven districts with the highest HIV-burden in Zambia. USAID CHEKUP II Activity seeks dynamic and highly experienced candidates to fill the following vacant positions.

6. POSITION NUMBER SIX

Job Title: District Epidemic Control Centre (DEpiCC) Economic Strengthening and Social Mobilization Coordinator
Location: Lusaka and Nakonde districts (Two positions)
Duration: Full-Time Position
Reports to: DEpiCC Manager

1. Role’s Purpose
The District Epidemic Control Centre (DEpiCC) Economic Strengthening and Social Mobilization Coordinator leads the implementation of economic strengthening and social mobilisation interventions to increase uptake and sustained use of USAID CHEKUP II interventions targeted at key and underserved populations. The incumbent will be based in Lusaka and Nakonde districts and will be supervised by the DEpiCC Manager, with secondary technical supervision from the Economic Strengthening Advisor.

2. Tasks and Responsibilities
Economic Strengthening
• Provide day-to-day supervision for all CHEKUP II staff working on the KP economic strengthening interventions in the target districts.
• Lead implementation of target districts’-specific public-private sector models, enhancing economic strengthening activities for CHEKUP II beneficiaries.
• Implement strategies to mobilize and leverage financial and non-financial resources and incentives to improve beneficiary linkages to the private sector, including support for internships and journey to employability.
• Lead in the orientation of relevant internal and external stakeholders on the ES strategic framework and alternative pathways for the KP community.
• Lead in the preparation and implementation of quarterly work plans and activity memos in collaboration with the DEpiCC Manager and ES Advisor.
• Lead in the implementation of ES activities according to the approved quarterly work plan, activity memo and budget in collaboration with relevant cadres internally and externally.
• Lead in the preparation of district/s periodic reports (monthly, quarterly and annual) in collaboration with the SI Coordinator and the DEpiCC Manager. Support the ES Advisor in the preparation of the consolidated ES pillar reports.
• Lead in capacity building of client advisors and other cadres in JSH and in Civil Society Organizations (CSO) sub-awardees on ES strategies, approaches and models in collaboration with the DEpiCC Manager.
• Accompany and mentor client advisors on using ES tools and training manuals.
• Lead in quality assurance, supportive and collaborative strategic engagement with CSO sub-awardees to ensure that ES deliverables are implemented with high levels of fidelity in collaboration with the DEpiCC Manager and the ES Advisor.
• Actively participate in ES team platforms and network with CSO sub-awardees.
• Propose innovative evidence-based ideas and models that add value to ES interventions in USAID CHEKUP II.

Social Mobilization
• Provide strategic, technical and programmatic support to all activity areas related to social mobilisation in the r district.
• Lead engagement and effectively manage relationships with district-level stakeholders, including the Ministry of Health, the National HIV/AIDS Council, and the private sector.
• Provide representation for USAID CHEKUP II as appropriate and necessary with relevant internal and external counterparts, partners, and stakeholders;
• Lead the team in planning and providing technical assistance related to social mobilisation in resultsbased management, implementing and monitoring USAID CHEKUP II district-level interventions.
• Lead the implementation of USAID CHEKUP II district-level demand-creation and social mobilisation interventions, including the Activity's SBC campaigns.
• Coordinate the roll-out and effective use of MOH and project-approved social behavioural change and social mobilisation products and interventions;
• Establish networks and strategic partnerships to enable sustainable implementation of community-led social behavioural change and social mobilisation activities;
• Effectively and efficiently engage the KP community to increase demand and utilization of CHEKUP II services and products;
• Implement and adhere to JSH’s personnel, financial, operations and fraud management policies.
• Perform other duties as assigned by the supervisor, consistent with CHEKUP II’s objectives.

3. Education, Experience, Knowledge, Skills and Behaviours:
• Undergraduate degree in public health, business studies, economics, social work, demography, or related discipline. Master’s Degree or its equivalent is an added advantage.
• At least four (4) years of experience in global health, health policy, private health sector, market systems, healthcare management consulting or other relevant private and public sector experience.
• At least four (4) years’ experiences in the area of community mobilization and SBC for HIV/AIDS, MNCH and RH/FP services and products;
• Demonstrated experience successfully engaging with public and private sector partners.
• Experience working in HIV Programs in the private sector is an advantage.
• Must have excellent communication (English and language spoken in implementation district), interpersonal, analytical, decision-making, conflict management, empathy, negotiation and networking skills.
