USAID Momentum Country & Global Leadership (MCGL) Project is a three-year, USAID-funded project that will contribute to the reduction of maternal mortality and under-five mortalities, through collaboration with the Government of the Republic of Zambia (GRZ), Ministry of Health (MOH), communities and other local partners, to improve the health system performance and to deliver high-quality, accessible Reproductive, Maternal, Newborn, Child, And Adolescent Health (RMNCAH) care.
Working in two Provinces, Central and Northern, MCGL will work with MOH provincial and district counterparts to deliver high-quality services, strengthen health systems, and increase community engagement.
Position overview
The District Capacity Strengthening Officer is a full-time position, that reports to the Technical Lead. The Capacity Strengthening Officer will provide expert-level technical assistance to increase leadership, management and adaptive capacity of the MoH provincial and districts health officers, local CBOs and other stakeholders, in their efforts to design and implement more robust RMNCAH&N services programs related to Objective 2.
Key responsibilities
• Responsible for proactively planning and leading capacity building initiatives and activities to deliver to MCGL Project’s partners, which include MoH, local CBOs, as well as stakeholders involved in the provision of RMNCAH&N services.
• Provide TA to ensure high standards of training during capacity building.
• Identifying ways in which RMNCAH&N service provision can be improved by using critical thinking skills, this includes identifying gaps in RMNCAH&N service provision, and identifying ways in which to strengthen gaps, and build processes to better serve the beneficiaries.
• Liaise with MoH provincial and districts teams to identify trends and patterns that capacity strengthening staff need to focus on addressing
• Identifying ways in which RMNCAH&N service provision can be improved by using critical thinking skills, this includes identifying gaps in RMNCAH&N service provision, and identifying ways in which to strengthen gaps, and build processes to better serve the beneficiaries.
Qualifications
• Diploma or Bachelor’s degree in Health-related field
• Not less than five (5) years’ experience in public health, Nursing, Clinical medicine, or related field.
• Strong communication and team building skills
• Knowledge on data management using scorecards and dashboards advantageous
• Experience in MTEF and RMNCAH&N CoC program implementation advantageous
• Demonstrated ability to lead efficient management processes and systems across a province-wide, decentralized program.
• Proven leadership, strategic thinking, organizational, team-building, and representational skills.
• Strong knowledge of the Zambian health system.
• Previous experience working in Central and Northern provinces.
• Previous or current work engagements in Central and Northern provinces are an added advantage but NOT a guaranteed criterion for selection
