JOB DETAILS:
The Eastern Provincial Health Office under the US President’s Emergency Plan for AIDS Relief (PEPFAR) Project through a Cooperative Agreement (CoAg) with the US Centers for Disease Control and Prevention (CDC), is seeking eligible and qualified applicants for the position listed below to be employed on a one (1) year contract renewable subject to satisfactory performance and availability of funds.

JOB PURPOSE:
To undertake the provision of onsite clinical care technical support to all health facilities in the Districts for HIV/TB programs in order to improve clinical care services, HIV epidemic control and TB elimination.

RESPONSIBILITIES & ACCOUNTABILITIES
• Effectively undertakes management of patients living with HIV in to improve care and treatment and consults with MO as appropriate.
• Undertakes effectively management of patients in order to improve case identification, care and treatment as well as support.
• Undertakes effectively the development and implementation of HIV/TB treatment capacity building programs in clinical care staff in order in order to improve the quality of HIV/TB treatment/care services.
• Undertakes regularly analysis of site level performance in order to assess the impact of HIV/TB clinical care services and implement appropriate interventions.
• Undertakes effectively the formulation, implementation and review of HIV/TB action plans in order to ensure quality clinical care health services.
• Undertakes regularly the maintenance and updating of the HIV/TB database, in order to facilitate accessibility of information, generation of reports and decision making.
• Coordinates periodic (weekly, monthly, quarterly, annually) reviews of programmatic data with facility staff using selected key indicators to inform decision making for program improvement and track performance towards achieving facility targets in key HIV/TB program areas.
• Coordinates and conducts review of facility program data for gap identification and implementation of quality improvement efforts in collaboration with the facility QI team. Further coordinates efforts to ensure facility adheres to service quality standards stipulated in National guidelines.
• Undertakes effectively the provision of primary and secondary prevention programs in order to control new infections and avoid recurrence of infections.
• Supervises effectively the utilization of human, financial and other resources in order to facilitate achievement of set objectives.
• Ensures adherence to safety and health regulations.
• Responsible for all resources under job holder’s charge.

KNOWLEDGE & SKILLS REQUIREMENTS
• Full Grade 12 Certificate.
• Diploma in Clinical Medicine.
• At least 3 years’ demonstrated work experience in HIV/TB clinical management at District level.
• Basic training in HIV/TB management in both Adult and Paediatrics ART is a must.
• Valid practicing license and full registration with HPCZ.
• Supervisory and mentorship experience in HIV/TB prevention, care and treatment services.
• Proven experience in coordinating HIV/TB services such as demand creation, HIV case identification and community interventions in support of retention of recipients of care (RoC).
• Ability to provide daily mentorship to ART providers including Community health workers.
• A team player with ability to coordinate HIV/TB services at the district or facility.
• Computer skills: Microsoft word, Excel, PowerPoint.
• Experience working on a PEPFAR supported project a plus.
• Ability to communicate effectively in English and local languages.
• Ability to write technical and analytical reports.
• Team player with can – do attitude.
• Perform other related duties as directed by the supervisor.
