Two Evaluation Specialists, Evaluation of USAID/South Africa Southern Africa Energy Program, Remote

Proposal Objective:
SI is pursuing a three month evaluation of USAID’s Southern Africa Energy Program (SAEP) to understand how effective the SAEP activity’s efforts were/are to increase electricity availability and access in Southern Africa by facilitating transactions and strengthening the enabling environment for private sector investment in power, with a focus on clean energy.
Position Description:
SI is seeking Two Evaluation Specialist consultants to support the evaluation design development, tool and methods selection, remote data collection activities, and written report.
Expected contract award date is December/January 2022. The Evaluation Specialist is expected to serve for 70 days intermittently over the period of performance.
**Please note: Citizens from any of the following countries are preferred applicants: Angola, Botswana, Eswantini, Lesotho, Madagascar, Malawi, Mozambique, Namibia, South Africa, and Zambia.**

Responsibilities:
• Support in the evaluation design, tools and methods development, and analysis of evaluation data.
• Participate in remote data collection activities.
• Contribute to the evaluation report, findings, and analysis.

Qualifications:
• Minimum of a Master’s degree in a relevant subject area.
• At least six years of experience conducting or supporting evaluations and/or assessments of programming.
• Experience in the energy or power sectors strongly preferred.
• Excellent oral and written communication skills are required.
• Fluent in oral and written English. Preference for proficiency in Portuguese.
• Experience in Southern Africa is an advantage.
• Knowledge of USAID South Africa as a donor, their operational structure and evaluation strategy is highly preferred.
