JOB DETAILS:
With support from the Global Fund to fight AIDS, Tuberculosis and Malaria Grant of 2021-2023 being implemented in partnership with the Ministry of Health as a principal recipient, on the one hand, and the National AIDS Council as a sub recipient, on the other hand, Treatment Advocacy and Literacy Campaign (TALC) is on behalf of the Chil Society Self Coordination Mechanism (CSSCM) recruiting staff to operationalize the Secretariat
The Civil Society Self-Coordinating Mechanism (CSSCM) is a body that has been put together to facilitate CSO dialogue to strengthen coordination, collaboration and effective engagement in national response to HIV, TB, Malaria and other disease epidemics. The CSSCM wil identify CSO technical support needs, build the capacity of the CSOs based on their needs and coordinate CSOs including key population and vulnerable groups to strengthen their participation in the multi sectoral national response to HIV, TB and Malaria and other disease epidemics. This is a national project that will run from August 2021 to December, 2023
Job Title: 2 Finance Officer

Purpose of the job
The Finance Officer will be responsible for maintaining the Mechanism’s Books of Accounts and Records in a timely manner. He/she will be responsible for the development of financial controls and reporting tools that will contribute towards the setting up and tracking of the mechanism’s strategic goals and objectives. He/she will also be responsible for building the capacity of CSOs in Financial Management so as to ensure effective management of donor resources
He/she will be reporting to the National Steering Committee of the project

Key responsibilities
• Assist in annual budget preparation
• Perform cash management and treasury auties
• Posting of all relevant financial transactions to designated books of accounts in the Mechanism’s chosen accounting package;
• Keep and properly maintain all financial records,
• Preparation of financial reports and statements;
• Maintenance of the mechanism’s fored asset register;
• Payroll preparation and validation;
• Reconciliation of bank accounts,
• Carry out any other activities assigned by management of the Mechanism;

• Strong communication skills, both oral and written in English
• Very good interpersonal skills
• Strong IT skills
• Ability to work in a team
• Ability to work independently with minimum supervision
• Highly analytical and attentive to detail
• High levels of integrity

Qualification and Experience
• Proven work experience as a Finance Officer or similar role
• BSc degree in accounting and Finance
• Level II ZICA or other part-professional qualifications will be considered
• Fully paid up member of ZICA
• Solid knowledge of financial and accounting procedures
• Experience using financial software
• Advanced MS Excel skills
• Knowledge of financial regulations
• Sharp time management skills
• Strong ethics, with an ability to manage confidential data
• Experience in working with Global Fund or USAID funded project will be added advantage.
