JOB DETAILS:
In line with our corporate priorities aimed at ensuring optimization of revenue collection and increased tax compliance on one hand and the need to effectively manage the numerous challenges and opportunities in the fast-changing business environment on the other, we are seeking highly motivated, result-oriented, well-qualified and experienced professionals to fill the following vacant positions:
7.0 SENIOR INSPECTOR- INVESTIGATIONS, GRADE ZRA04 (2 POSITIONS)- INVESTIGATIONS DEPARTMENT
A. PURPOSE
Reporting directly to the Assistant Director- Investigations, the job holder will be responsible for providing effective and efficient leadership to a team of investigators in the management of investigations of suspected offences under the Customs & Excise Act, the Income Tax Act, the Value Added Tax Act, the Property Transfer Act and other relevant tax legislation.
B. MAIN DUTIES/ACCOUNTABILITIES
• Providing leadership to the Investigation Team and leading investigations to ensure that investigations activities in general are in conformity with the standards for the professional practice of investigations;
• Managing the planning and execution of Investigations;
• Reviewing case files in accordance with the set approval levels;
• Promoting and leading joint and coordinated investigation activities with other organizations (Law Enforcement Agencies) involving crime/vices detrimental to ZRA operations;
• Managing the process of preparing and implementing unit plans drawn from the Divisional action plan;
• Ensuring that allegations of wrongdoing are swiftly assessed and investigated in order to prepare the basis for decisions on disciplinary or administrative actions;
• Ensuring that investigation activities are in conformity with “uniform principles and Guidelines for investigations" and with the legal framework for addressing Non-Compliance with the ZRA standards of conduct;
• Preparing and implementing work programmes of the Department and ensure the most effective use of financial resources allocated to investigations;
• Formulating and reviewing policies and procedures for investigations regarding tax offenses;
• Ensuring timely resolution of disputes;
• Ensuring the key performance indicators for the Department are achieved; and
• Preparing monthly performance and other relevant management reports
C. MINIMUM REQUIREMENTS
• Grade Twelve School Certificate/General Certificate of Education Equivalent;
• University Degree with a bias in Accounting, Economics, Business Administration, Criminology, Law or other relevant qualifications;
• Minimum of five (5) years relevant post qualifying work experience that should include experience in Tax Audits;
• Certificate in Inspector’s Course or VAT or Customs Basic Course;
• Certificate in Investigations Techniques;
• Experience in investigations is an added advantage; and
• Must have worked for a minimum of one year six months in their current grade.
