. BACKGROUND:
The Feed the Future Southern Africa Seed Trade Project (Seed Trade Project) is a USAID- funded project designed to increase the availability of high-quality seed of improved varieties to farmers in the Southern Africa Development Community (SADC) and to contribute to increased agricultural productivity and improved food and nutrition security.
The Seed Trade Project provides targeted technical assistance to facilitate implementation of the SADC Harmonized Seed Regulations (HSR). The HSR seeks to boost seed trade across the region, integrating smaller and more isolated national seed markets into one, larger SADC market. The Seed Trade Project is part of a regional policy effort to improve agricultural productivity, food security and nutrition in the SADC region, and build resiliency within and between SADC nations dealing with drought, famine, flooding, other devastating weather events, and pest infestation.
2. PURPOSE OF THE ROLE
The purpose of this assignment is to:
• Develop visual content for distribution to seed stakeholders. This will include five short videos (not to exceed 5 minutes in length) and one longer video (not to exceed 8 minutes in length). .

OBJECTIVES AND DUTIES
The Seed Trade Project communications team is currently comprised of one local member of the staff, who works with support from other project staff in Lusaka, Zambia, and a Senior Communications Advisor who typically works remotely out of Nairobi, Kenya. All project team members are currently based in Lusaka, Zambia, and working remotely due to the COVID-19 outbreak.
Details of each deliverable are below, including estimated timelines:
General Outreach
The Seed Trade Project anticipates two videos that will be distributed across all SADC seed stakeholders, and will eventually live on the updated SADC Seed Centre website, as well as country specific National Seed Authority (NSA) and Seed Trade Association websites.
The first general seed stakeholder audience video will be a primer of the SADC Harmonized Seed Regulatory System (HSRS) and its three components: Seed Variety Release; Seed Certification and Quality Assurance; and Quarantine and Phytosanitary Measures for Seed. It will include a mix of photography, interviews and graphics.
The second video will focus on the Organisation for Economic Co-operation and Development (OECD) Seed Schemes, the benefits of adhering to the seed schemes, and how they tie-in with the SADC HSRS. As with the first video, the OECD video will include a mix of photography, interviews and graphics.
Target Date: August 31, 2020
Seed Producer Outreach
The Seed Trade Project’s goal is to improve the availability of and access to high quality seed in the SADC Member States driving toward increased seed trade across the region. To do this, we must 1) make seed producers aware of the SADC HSRS and what it aims to accomplish as well as educate them on the different aspects of the guidance; 2) encourage seed producers to register a diversity of improved seed varieties in the SADC Seed Variety Catalogue so they can receive blanket approval and clearance for regional production and trade, benefiting their bottom line; and 3) educate seed producers on the process for applying their improved seed varieties in the SADC Seed Variety Catalogue. This proposed 3-part educational video series aims to not just inform, but also promote the benefits of the SADC HSRS. Specifically, the videos would cover:
• Video 1: Benefits of Producing Seed Under HSRS
• Video 2: Importance of Increasing Access to New Seed Varieties: The Business Case
• Video 3: SADC Registration and Approval Process for New Seed Varieties
Each video will be no longer than 5 minutes long, and will live on the SADC Seed Centre website. A distribution plan that will have a heavy social media component, will be developed in order to circulate the information to our target audience: seed producers. In the event we cannot interview people in person, we will use virtual platforms to conduct and record interviews and existing video clips and photography.
Target Date: September 30
End of Project/Capstone Event
The Seed Trade Project expects to have a culminating learning event on or around World Food Day (October 16). Depending on the COVID-19 restrictions and our ability to convene seed stakeholders at an in-person event, the Project will still want to capture results in a “highlight reel” that will be coupled with an extensive distribution plan. The goal of the reel is not only to capture results, but also inspire Seed Producers to engage with the SADC Seed Centre and encourage them to register new, improved seed varieties on the SADC Seed Variety Catalogue. The reel may include a mix of interviews, footage from events, photography and graphics.
Target Date: October 31
4. DELIVERABLES:
• Video providing an overview of the SADC Harmonized Seed Regulatory System (HSRS).
• Video explaining what the OECD Seed Schemes are, how they are tied to the SADC HSRS, and the benefits of adhering to them.
• Three-part video series targeted at Seed Producers:
o Video 1: Benefits of Producing Seed Under the SADC HSRS
o Video 2 Importance of Giving Farmers Increased Access to New Seed Varieties: The Business Case
o Video 3: SADC Registration and Approval Process for New Seed Varieties
• End of Project/Highlights Video showcasing the Seed Trade Project’s results Please assume all videos will need to follow branding protocols and requirements. Video content may include project photography, interviews (both in-person and via Zoom/Skype), and event footage.

QUALIFICATIONS
• Seven to ten years of relevant work experience;
• Excellent visual and storytelling skills and proven experience shaping high quality video products;
• Experience working with USAID or other multinational entity, preferred;
• Experience working on U.S. Government contracts, including 508 compliancy requirements;
• Experience working with culturally diverse teams;
• Degree in a relevant discipline such as journalism, graphic design, marketing, mass communications, or visual arts.
