JOB DETAILS:
With support from the Global Fund to fight AIDS, Tuberculosis and Malaria Grant of 2021-2023 being implemented in partnership with the Ministry of Health as a principal recipient, on the one hand, and the National AIDS Council as a sub recipient, on the other hand, Treatment Advocacy and Literacy Campaign (TALC) is on behalf of the Chil Society Self Coordination Mechanism (CSSCM) recruiting staff to operationalize the Secretariat
The Civil Society Self-Coordinating Mechanism (CSSCM) is a body that has been put together to facilitate CSO dialogue to strengthen coordination, collaboration and effective engagement in national response to HIV, TB, Malaria and other disease epidemics. The CSSCM wil identify CSO technical support needs, build the capacity of the CSOs based on their needs and coordinate CSOs including key population and vulnerable groups to strengthen their participation in the multi sectoral national response to HIV, TB and Malaria and other disease epidemics. This is a national project that will run from August 2021 to December, 2023
Job Title: 3 Monitoring and Evaluation Officer
Purpose of the job
The M & E Officer will be responsible for the monitoring and ensuring high quality and timely inputs, and for ensuring that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner. He/she will be responsible for designing and implementing the M & E activities of the project; He/she will work hand in hand with the entire project team in the preparation of quarterly and annual reports to document project progress. He/she will also monitor the project activities on a regular basis and will be responsible for the development of all the project data collection tools. He/she will work dosely with the Mechanism project team to help meet its goals and objectives
Key responsibilities
• Develop and strengthen monitoring, assessment and evaluation procedures
• Monitor all project activities and progress towards achieving the project outputs,
• Provide feedback to the Program Officer and Finance Officer on project strategies and activities,
• Suggest strategies to the project management to improve efficiency and effectiveness of identified bottlenecks in implementation of activities that can affect project completion;
• Report monthly, quarterly, and annual progress on al project activities to the Program Officer and Finance Officer,
• Conduct M & E capacity assessment on Mechanism members to dentity areas that need strengthening
• Develop indicators and a monitoring strategy for the project;
• Any other duties as assigned by direct supervisor

Qualification and Experience
• A Diploma in Development Studies or Social sciences with a bias in MBE, or a relevant discipline from a reputable institution
• A minimum of 3-5 years’ experience in Me – at least one of which should be with a reputable CSO preferably related to capacity building, coordination and systems strengthening
• A highly motivated team player with strong ability to mut task and work with people at all levels
• Knowledge of how to come up with a conceptual framework and able to conduct Data Quality Audit
• Competency in both quantitative and qualitative research methods
• Formal training in monitoring and evaluation and competencies in setting up M&E systems will be an added advantage.
• Experience in research, monitoring and evaluation of programme activities
• Expertise in analyzing data using statistical software;
