Eastern Provincial Health Office under the US President’s Emergency Plan for AIDS Relief (PEPFAR) Project through a Cooperative Agreement (CoAg) with the US Centers for Disease Control and Prevention (CDC) is seeking eligible and qualified applicants for the positions listed.
DISTRICT COMMUNITY ENGAGEMENT COORDINATOR (4 Positions)
This is a technical position of the HIV Prevention, Treatment, Care & Support project under the US President’s Emergency Plan for AIDS Relief (PEFAR) in Eastern Province based at District Health Office under the supervision of the District Health Director. The jobholder will provide expert technical oversight and support at District, Site, and community levels as needed to optimize demand for HIV Prevention Services in order to meet targets. The jobholder will be responsible for finding creative solutions to challenges identified in health promotion, community HIV Case Finding, linkage to treatment, and suppression as well as provide targeted and data-driven interventions aimed at reaching out to unserved populations (children, Adolescent girls and young women (AGYW), Key populations, and adult men) with HIV prevention, care and treatment services. .

Job Responsibilities:
1) Implementing creative and aggressive data-driven promotion programs/activities in the province aimed at creating demand for HIV Prevention, care and treatment services;
2) Quantification of populations classified as “Populations at high risk” (FSW, MSM, IDU and prisoners), and priority populations focusing on Adolescent Girls and Young Women (AGYW) and devise age specific health promotion programs/activities;
3) Coordinating community HIV prevention, care and treatment services in collaboration with Community Implementing Partners (CIRKUITS, DAPP) in order to accelerate HIV Case Identification, linkage to care, maximal retention, and viral load suppression
4) Coordinate Community Adherence Support Groups (CAG) in the province by ensuring that all support districts and facilities have targets and are implementing and scaling up;
5) Coordinate activities of the community sub-grantee (DAPP) in assigned districts;
6) Manage data and provide monthly reports on the number of patients served under the Community DSD models; and
7) Perform other duties assigned by supervisors at district and provincial levels.


Job Skills:
1) Demonstrated ability and experience Community HIV programming.
2) Excellent interpersonal skills, required to establish and maintain a wide range of working-level contacts with Health programs in government, non-governmental, and private-sector circles.
3) Demonstrated ability to work effectively within team and HIV prevention, treatment, care & support program environments.
4) Strong management and analytical skills to strategize, develop and implement effective CDC-supported Health programs.
5) Demonstrated ability to interpret, apply, and explain program policy, guidelines, regulatory directives and related guidance.
6) Demonstrated ability to organize and present information and to draft clear, concise documents.
7) Excellent computer skills, including ease in using database, word processing, spreadsheet, and presentation software applications and email.

Job Education Requirements:
• Degree in Nursing, Clinical Medicine, Public Health or social sciences is required.


Job Experience Requirements:
• A minimum of three years or more of progressively responsible, professional-level experience working as a Community Liaison Coordinator in a health/medical organization particularly in HIV service delivery environment is required.
• Experience in working with Key Populations, and Adolescents Girls and Young Women is an added advantage.
